SOLERA DIAMOND VALLEY | SEPTEMBER 2022 3 Board Message By Robert Vise, Board President This is the next installment from our Governing Documents. Rules & Regulations serve only as a supplement to the Association's existing Governing Documents. Information below is not an all-inclusive list of rules, regulations, & responsibilities of every homeowner. I will provide keys points. All information is on the SDV website under Governing Documents. Section III Maintenance Covenants & Use 3.1-3.2 3.1 Community-Wide Standard: The standard of conduct, maintenance, or other activity throughout the Community is more specifically defined in the governing documents. The Governing Documents define various use restrictions & criteria for improvements which the Association will consistently enforce. Reported violations will be promptly investigated &, if validated, fines may be imposed. Fine Schedule may be found in Board Policies with the Compliance & Fines Policy. 3.2 Maintenance Covenants & Use Restrictions: Specific limitations on the use of residential property such as: vehicle parking, signage, landscaping, pets, etc., are identified in the CC&Rs, Article II. Key provisions are summarized below. • Repair & Maintenance: Each Owner is responsible for maintaining their Residence & all other Improvements on the Owner's Lot in a clean, sanitary, and attractive condition. • Single Family Residence: The Residence will be used as a dwelling for a single Family and for no other purpose. • Business & Commercial Activities: No Owner or other occupant of the Community may undertake any activity on any Lot or on any portion of the Master Common Area for business, commercial, or non-residential purposes except as allowed in Section 2.6.2 of the CC&Rs. • Nuisances: Nuisance devices may not be kept or operated in the Community or on any public street abutting the Community. • Nuisance Activities: Nuisance activities may not be undertaken in the Community or on any street abutting the Community, without the Board's prior written approval. • Signs: No sign, advertising device, or other display of any kind will be displayed in the Community or on any public street in or abutting the Community, subject to California Civil Code, except for the following signs: • One real estate sign not to exceed 18" x 30." One open house sign, also not to exceed 18" x 30," & one non -commercial flag will be allowed during the open house hours. • One political sign, not to exceed nine square feet, is allowed 30 days prior to the election & must be removed within seven days following the election. • Self-standing flagpoles are limited to a maximum height of 15 feet including ornaments & illumination. Flagpoles that are customarily attached to the vertical surface of the home are limited to maximum length of six feet. Location, types, & lighting of flagpoles must be submitted for review & approval by the DRC. Each Lot will be limited to one flagpole. The size of a flag cannot exceed three feet by five feet (3' x 5'). Only the United States of America, the California State, and/or military related flags may be flown at a residence. Other types of flags must be submitted for review & approval by the DRC prior to display. • Parking & Vehicular Restrictions: With the exception of RVs and motorhomes, which are allowed 48 hours in a calendar month, other restricted vehicles may only be parked in the community for periods of six hours in a 24-hour period. An authorized vehicle may be parked in the driveway provided the vehicle does not encroach onto the sidewalk. No person may repair, maintain, or restore any vehicle in the community, unless the work is conducted in the garage with the door closed. Garage doors must be kept closed except as necessary for entry & exit of vehicles & persons. In an effort to add a little excitement as well as encourage early registration we have decided to implement an "early-bird drawing" for all paid events. All residents who register 30 days before the event will be entered in a drawing for a $10 event voucher, the number of winners is dependent on the type of event. We will kick off September with another opportunity to save lives with our Blood Drive, conveniently located in the Mountain View Lodge. Yolanda Johnson will be here on the 10th to bring you blues with an old school soul vibe in her uniquely unforgettable solo show. A few of her most acclaimed moments were performing background vocals for Frank Sinatra on his last recorded TV special Ole Blues Eyes Is Back, opening for King Floyd, Engelbert Humperdinck, and Freda Payne. Be on the look out for information on the Community Health Fair, as well as the Community Yard Sale; don't forget to bring your Hemet City Yard Sale Permit to the front office in order to participate in the Community wide event. We will be welcoming back Frances Dilorinzo along with two of her fellow comedians to delight and entertain for a night of laughs at our Comedy Night.
