| Four Seasons Hemet Herald | August 2018 | 11 Access Control Committee Now that the current RFID program is all but over, we now want to switch our attention to include the outside vendor program. We believe that in order to minimize the volume of traffic at the Main Gate, and to enhance our safety situation, that we should include some (not all) of our regular vendors into the RFID tag program. Essentially we will spell out items such as: 1. What is the purpose or intent of this procedure? 2. Create a written procedure for acceptance by the BOD 3. Categorize who will be on the vendor list e.g. gardeners, home help, window cleaners, and so on. 4. Generate a written questionnaire to exempt those who do NOT qualify. 5. Generate some form of "external" identity for regular vehicles entering our premises Based on the history of the ACC team and its involvement with other outside Homeowner Associations, we do not take these issues lightly. We have done (and continue to do) our due diligence in order to provide suitable General Rules & Regulations that will protect both our residents, and those involved with the upcoming vendor program. These actions will of course be submitted and will have to be ratified by the BOD. The Architectural Review Committee (ARC) consist of five volunteer homeowners who are required to review any exterior improvements or changes (other than replacing plants) around your home. They use the Architectural Standards & Regulations as their guide when reviewing your plans. Before you begin a project, read these rules and if you are employing a contractor or gardener to do the work, ask if they have read these rules. An owner recently hired a contractor who said he knew what to do. Thus the owner did not submit an application to do the work. He installed two projects that are not allowed. Cost to change these was over $1,000. At a review on another owners application, the same contractor was asked (in an ARC meeting) if he had read the rules, he said no. The point is that all jobs need approval – don't depend on others, ask us. Talk to Marie Donti, the ARC staff assistant before you take any action. If you have any questions or you are not sure what to do, ask one of us. We cannot tell you how to do the project, but we can advise you on what is required to get approved. The reserves at this time are $4,176,395.18. The total equity of $1,063,849.33 is a surplus balance.
