The month of October has certainly been a busy and, at times, a stressful month for a number of reasons. Perhaps the biggest impact on our whole community (and our patience) has been the paving project. Admittedly, it got off to a rocky start, but ultimately through critiques and meetings with our contractor, refinements were made and problems addressed. Ultimately, it will have all been worth it and we won't have to endure such challenges again for 10-12 years. Your Board would like to publicly thank all the many volunteers from the Facilities, Access Control and Emergency Preparedness Committees for their invaluable help in working through all the complexities of this major project. And, we sincerely appreciate the indulgence and tolerance of our residents who were inconvenienced during the project! As you know from previous Board messages in the Herald magazine, we are in the midst of developing a Board of Directors Strategic Plan for our Four Seasons at Hemet community. The stated intent is that this plan will serve as a road map not only for this current Board but future Boards of Directors. In the September issue, we shared our Vision, Mission and Values Statements with you. During the month of September, we held several joint meetings with our Finance Committee to review and closely scrutinize our budget. A draft budget was subsequently examined by the full Board in Executive Session. Some adjustment recommendations were made and the document was returned to the Finance Committee for final preparation. They, in turn, will have submitted the revised budget for formal adoption during our October Board meeting. One of the primary objectives in this year's budget process was to establish expenditure projections for most of our standing committees, many of which have never really had such parameters defined. Your Board was in full agreement that the resulting budget document will facilitate improved accountability and transparency. Continuing with the Strategic Plan development, our Board Subcommittee next reviewed our governing documents to determine if they needed updates. The conclusion was that our CC&Rs (Covenants, Conditions and Restrictions) definitely need to be revised. Throughout the document there are references which are only applicable to the original developer and thus are no longer relevant. It was agreed that initially it would be advantageous to establish an Ad Hoc Committee consisting of three Board Members and two community members at large to review the CC&Rs and bring forward any modification recommendations. Other governing documents yet to be reviewed include our By Laws, Election Rules, Rules and Regulations, Architectural Standards and Regulations and Board policies. The Subcommittee made suggestions to the Board on how frequently these documents should be reviewed. The next major topic of discussion within the Strategic Plan development will be relationships. Generally, relationships were divided into two major categories; Internal and External. Internal relationships would be how the Board interacts with homeowners and residents, committees, management staff, clubs, etc. External relationships would be with agencies and organizations outside of Four Seasons. Examples would include; the Hemet Golf Course, City, County, State or Federal agencies, contracted services (such as landscape, custodial, security, etc.). Further discussions and recommendations will be forthcoming. At this particular time of the year, our hearts and minds turn toward giving thanks. We are grateful for all the sacrifices that our military Veterans have made and will particularly celebrate them on Veterans Day. Later in the month we will again give thanks for the bounty we are blessed to enjoy in this wonderful nation of ours. We rejoice in opportunities to be with family and friends during Thanksgiving. May you all continue to be embraced by their love.
