As our community grows, it is sometimes necessary to revise our CC&Rs to keep up with the changes that growth can bring. And often we learn from experience and make changes that will benefit our residents. This is one of those times. The residents of Four Seasons at Beaumont have been asked to consider and vote on several changes to the CC&Rs. Two of them apply to our voting procedures and one applies to long-term energy contracts. The first proposed change is to eliminate the currently used District Delegate system. In the past, each district within Four Seasons elected a delegate who could cast the deciding vote if their district did not achieve a 50 percent turnout. Since each term is for one year, this required costly yearly elections and could result in a vote that the majority of district residents might not favor. Another change is to eliminate cumulative voting for Board of Directors elections. Under cumulative voting, all votes per household could be cast for one candidate. This will be changed so that the votes must be distributed between the candidates. The number of votes will remain the same for each household. Also proposed is the ability of the homeowner's association to be able to lease solar energy rather than purchasing it. Our current CC&Rs require that all contracts must be renewed yearly which means that purchase is the only option. If leasing is allowed, the association can obtain a long term lease which will reduce our energy costs. The Board of Directors recommends a "yes" vote on all three changes. And don't forget to complete your Age Verification Form. It must be submitted once every two years. Since we are a 55 and over community, the association is required by federal law to verify that the occupancy of the community meets the age restriction requirements. The Rules & Regulations Committee proposed these changes which the Board of Directors then endorsed.
