28 FOUR SEASONS BREEZE | JANUARY 2019 The Architectural Review Committee works under the direction of the Board of Directors. We are charged by the CC&Rs with reviewing all architectural plans for "aesthetic standpoint and adherence to established guidelines." When needed, the Board and/or management company may ask the committee to review architectural issues that have been brought to their attention. We do not police the community looking for possible violations or take the initiative to advise homeowners of existing problems. If you believe that your neighbor has done something that is causing you a problem and appears to be a violation of the CC&Rs or guidelines, please report it to the management company at the office. Each referral is investigated and resolved. It may take some time to complete the investigation and secure compliance by the homeowner. Please realize that this is a process and probably will not be resolved in just a few days. What ARC does do is work with homeowners to "preserve and improve the appearance of the community and to ensure continuity in design and does not seek to restrict individual creativity or personal preference." To accomplish this, the ARC uses: • Property Improvement Application aka Schedule A • Neighbor Notification Statement aka Schedule B • Notice of Completion aka Schedule C • Meeting with each homeowner who desires to do so. ARC works hard to keep up with changes that are made by various governmental entities that may affect our homeowners. During the past year laws were enacted by the city of Beaumont, Riverside County, the state of California and the United States Government that require interpretation and application by ARC - working with the management company and the HOA's legal counsel. Despite new laws and changes in rules and regulations, rarely does ARC simply deny any homeowner's request. We work diligently to find a way to fit the homeowners' dream into existing regulations or help them find an acceptable alternative. If you have a dream or just a desire that you have been told by your friend or neighbor or even your landscape contractor that can't be done because of the HOA Guidelines, please take the time to meet with ARC and discuss your project. We meet the first and third Wednesday of each month in the RCN Conference Room. We are seeking additional members and would love to have you check us out. We aren't looking for any particular skill other than willingness to learn new information and use it to help your neighbors. ~ Steve Cooley The Community Planning and Transition Committee is striving to meet objectives for the HOA takeover from K. Hovnanian which is anticipated to occur at the end of 2019. The committee awaits final gas company approval for the dog off leash area. Discussions will soon take place with various other committees to help coordinate our efforts and get timely input for proposed improvements to our facilities. An exploration of the Potrero parcel issue was initiated. A Four Seasons' Master Plan is in the draft and review phase. There is no current formal, written procedure for managing key distribution to the facilities at Four Seasons. One is needed now that HOA will be taking official control of everything shortly. Creating a procedure for key distributions has been added to the transition task list. We welcome homeowners' interest.
