| OHCC LIVING | FEBRUARY 2019 | 5 Treasurer's Report By Greg Kusiak, MBA, Treasurer The newly created Executive Finance Committee reviewed the financial reports for December in detail, which in this case were 221 pages long. The legal documentation that this task was completed, along with specific authorizations for transfers of amounts in excess of $10,000 were accepted today on the Board's consent calendar. We are pleased to report to you that our revised budget, and our reclassification of certain expenditures from reserves back to operating funds, is complete. Our Year-To-Date Profit and Loss Statement is accurate, although our monthly figures for December are a little skewed by the reclassifications. We anticipate that for the first time in many months, the January monthly statements will be clean. The Budget and Finance Advisory Committee continues to meet to prepare the 2019-2020 budget. We are meeting again tomorrow, including discussions with the reserve analyst and with the Vice President for Human Resources of Keystone Pacific. We also have excellent support from our new General Manager and her department managers in this process. We will be prepared to present the Committee's recommendations to the Board at the open "working session" which has been rescheduled to Mon., Feb. 11 at 2 pm in the Mykonos Room. Following feedback from the Board, we expect to present our final Budget recommendations for approval at the Feb. 21 Board Meeting. After the Board meeting, copies of the new budget with legally required declarations will be mailed to all members. We are pleased to report that your Homeowners' Association is in excellent financial condition. We have: • ample cash balances for operations, • our reserves are well funded, • our cash flow is strong, and • our bad debt and defaults are extremely low. As HOAs go, we are in a very enviable position. The Numbers: There are no new Under/(Over) Budget Items of Interest YTD. While there are such items shown in the December financials, they are listed based on any variance in excess of $5,000. However, on a percentage basis, most variances are less than 5 percent even when compared to our budget prior to revision. I hope the start of your year is going well. Just a few kind reminders and safety tips I'd like to mention this month. Please keep in mind that it is not only an Ocean Hills homeowner rule but per the city of Oceanside leash law, your beloved pets must remain on their leashes at all times while out in the community. They must be securely restrained by a substantial leash not capable of exceeding six feet in length. Retractable leashes are not permitted and you may be cited for such offense if seen walking your pet with a retractable leash. It is also a safety concern as your pet might just pull too hard and cause you to trip and fall or they might get frightened by cars or other pets while walking in the community. Another safety tip I highly recommend is to purchase a lock box or hide-a-key in case of emergencies and you're not able to get to your door for help. This gives our Community Patrol Officers a way to get to you in case of emergencies. We understand some residents give a fellow neighbor a spare key but, in some instances, that neighbor may not always be home or available during the time of an emergency. Once you purchase a lock box you can call the front gate with your lock box code, and we can save the code to your account notes. Please stay in compliance with the 25 MPH speed limit and stop at all stop signs. While conducting traffic monitoring this past month there has been a substantial number of vehicles failing to make a complete stop.
