12 FOUR SEASONS BREEZE | MARCH 2019 PHILLIP WESTBROOK By Laurie Larson Phillip and Elizabeth Westbrook have lived in Four Seasons Beaumont since early 2009. They moved to this area to take advantage of the many opportunities to hike, bike, climb, and ride, to name a few. Although he doesn't compete any more, Phil was an avid triathlete and he still enjoys outdoor activities, such as riding his motorcycle for miles and miles, but his favorite activity is dancing with Elizabeth. In introducing himself Phil states that, "I have always been in facilities management. I really know how to work a strategic plan." He began his career in facilities with eight years in the Navy where he dealt with nuclear and mechanical power. He then spent years as a plant engineer at a hospital, where construction and renovation were added to his toolkit, and finally ended with 21 years at Cal State San Bernardino where he was chief engineer and energy manager for the campus, which expanded greatly while he was there. And then retirement… for a bit. Then back to work as a consultant in what else?… facilities management, and finally, real retirement. And now he is once again turning his attention to Four Seasons Beaumont right at the time when he thinks that his skill set could be extremely useful. He spent two years on the Safety and Facilities Committee when he first moved here, before that committee became two committees. "I wasn't able to serve on other committees when I went back to work because of my work schedule, but I am ready to go for Board approval as a member of the Community Planning and Transition Committee." Unless he is elected to the Board of Directors. In either case he is "ready to jump in with both feet" as he always is "when something needs to be done." Phil has been attracted to the Board by transition, the process by which K. Hovnanian exits Four Seasons Beaumont and the HOA assumes total control. "We need to develop a comprehensive strategic plan to ensure future 'calmness' by keeping costs down and minimizing expenditures. We need to look out for each other - have a fiduciary responsibility - guard our healthy reserve account, protect the nest egg, maintain the facility, protect it for now and the future, and maintain our property value. A good facilities manager has a comprehensive strategic plan. You live by it, budget for it, and sometimes say no. You write it and you follow it." Phil wrote out three ideas that he would bring to the Board, if he is elected. I will copy them here. 1. Upgrade our safe and secure access by utilizing technology, manned gates, and roving patrols. 2. Maintain our facilities, amenities, and community to ensure the standard of keeping our home values up. 3. Use strategic planning in maintaining a strong Reserve Fund by sensible and realistic spending. Asked about term limits, Phil replied, "It's not always in the best interest to dismiss talent based on time served only. I would take another look at our term limits." Phil added that "as a resident viewing the Board of Directors, it could be better. There is always room for improvement. I would like to see more transparency and more communication." He added, "I'll give you my honest opinion every time. I won't say something I can't substantiate. And I'm a big believer in not reinventing the wheel." He added, "If I don't run, I don't have a voice or a right to complain." And finally he said, "Let's all enjoy living together."
