| OHCC LIVING | APRIL 2019 | 3 President's Message By Tom Murphy My message today begins with the haunting lyrics of Simon & Garfunkel: "Old friends, old friends, sat on their park bench like bookends sharing a park bench quietly … how terribly strange to be seventy." For a lot of us 70 has passed, but the benches do remain. We have completed Inspiration Hill, and that has added seven additional benches to share with your friends or to sit alone and reflect. This renewal of the old trail on the Hill brings the total number of park benches within our walls to about 65. I'm sure my fellow Board Members will be sitting in reflection as we deliberate our responsibilities of service. This month those responsibilities include: • Learning ways to bring the water out of the well and onto the grass • Implementing the Clubhouse Interior Design renovations • Studying the different Lanai possibilities for future community presentations • Presenting a plan to bring a restroom to the Overflow Parking island • Finance Committee efforts to improve our investment returns and keep the budget balanced • To "mine the gold" within our community to gain expertise in solving HVAC and road maintenance issues. The Master Board reviewed and approved the following Third- Party Contracts in the Special Executive Session on March 11, 2019 and the Executive Session on Monday, March 18, 2019. A. Security Contracts Move to approve the proposal by security firm Securitas at a cost of $757,508.48 annually, to be funded from Operating Account 7715 Property Protection Contract, plus extras as applicable, to be funded from Operating Account 7710 Property Protection Extras, if any. B. San Diego County Regional Communications System Move to approve the proposal by San Diego County Regional Communications System at a cost NTE $77.07 per month, per radio for a two-year term, expiring April 2021, to be funded from Operating Account 7755 Radio System Maintenance. C. Landscape RFP Move to forego the bid process for landscape management and approve the O'Connell Land Management (OCLM) extension proposal with a 3.5 percent price increase per year through 2022, to be funded from Operations account #7234 Maintenance Contract – Common Areas. D-I. Golf Course Irrigation RFP Move to approve the RFP for the Golf Course Well Water Conversion and upgrades as presented. D-II. VDLA Golf Course Renovation Project/Change Order 003 Move to approved a change order for the Golf Course Renovation Project in the amount of $20,100 to cover unanticipated work related to the development of the Request for Proposal (RFP) and to fund the work required to bid the extensive two-phase project. D-III. SDG&E Golf Course Pump/Electrical Engineering Move to approve SDG&E's proposal to design the electric distribution system(s) to service the golf course pumps at cost of $2,736 for the Engineering Fee, to be funded from Reserves Account 3218 Golf Course – Well. E. Computer/ Server Upgrade Proposal Move to approve the computer upgrade project and servers at a cost of $48,297 plus 5 percent contingency, for a cost not to exceed $50,712, to be funded from Reserves accounts 3215 HOA Office- Equipment, and 3125 Clubhouse-Office Equipment. F. Johnson Interiors Contract Move to approve the contract with Johnson Furniture and Interiors as modified. G. Associated Engineering Consultants Move to approve the proposed scope-of-work as presented by AEC for the paving of Hydra Village streets and the re-painting of the center divider line all the way around Leisure Village Way with the work to be completed by J.B. Bostick in an amount NTE $183,745, to be funded from Reserves account #3135 – Streets/Sidewalks. At the Board Regular Session on March 21, the following items were approved: • The temporary location for gourmet coffee machine • To have MCC create a survey regarding vending machines to present to Board • To investigate possible storage sites for BM Landscape • The Scope of Work for the Clubhouse Renovation process • Reimburse homeowner for patio damage from master association tree roots • To renew membership to the Carlsbad Chamber Commerce I leave you with additional Paul Simon lyrics: "Old friends, memory brushes the same years Silently sharing the same fears."
