12 | SUN LAKES LIFESTYLES | JUNE 2019 | PROPOSED RULE CHANGE NOTIFICATION # 19-04 The Board reviewed the following proposed amendment, to the Sun Lakes Country Club Homeowners Association General Statement of Rules and Regulations (revised March 1, 2019 edition), that appears on the Association's website (sunlakescc.com) and are available in the administration office (please reference ARTICLE V – PLANNING AND COMPLIANCE - Section 5.01 PARKING AND TRAFFIC), at its April 24, 2019 Open Session meeting. The Board will vote upon the proposed amendment at its July 24, 2019 Open Session Meeting, following publication in the June 2019 edition of Lifestyles. If the Board votes in favor of the proposed rule change it would go into effect August 1, 2019. PURPOSE: The purpose of the proposed rule change is to identify the enforcement procedures and violations for rules related to speed and failure to stop. EFFECT: The effect of the rule change, if adopted, will allow clarification for the association and its membership for enforcement. Strikethrough = Text to be deleted Bold, Italic and Underlined Text = Text to be added PROPOSED RULE AMENDMENT ARTICLE V – PLANNING AND COMPLIANCE 5.01 PARKING AND TRAFFIC 6. The speed limit on all Association private streets is 20 MPH, with the exception of Country Club Drive and Gleneagles Drive, which is 25 MPH. The Sub-Associations speed limit is 15 MPH. Drivers are also required to stop at all posted stop signs and refrain from reckless driving at all times. All vehicular traffic and Department of Motor Vehicle regulations and California Vehicle Code apply. The schedule of enforcement and penalties for violation of the above rule are as follows: For Residents and Guests: 1st offense – A violation notice will be sent to the sponsoring resident and/or homeowner. 2nd offence within the calendar year of the 1st offense – A violation notice will be sent to the sponsoring resident and/or homeowner. 3rd offense within the calendar year of the 1st offense – The scheduling of a disciplinary hearing before the Master Board of Directors where the sponsoring resident and/or homeowner may be subject to the suspension of all vehicular access control devices for thirty (30) days. 4th offense within the calendar year of the 1st offense – The scheduling of a disciplinary hearing before the Master Board of Directors where the sponsoring resident and/or homeowner may be subject to the suspension of amenities and privileges (including all vehicular access control devices) for thirty (30) days.
