12 | Four Seasons Hemet Herald | SEPTEMBER 2019 | Our Board of Directors has recently approved updates to the Architectural Standards and Regulations. Management has copies of the updates available at the Lodge (and can email a copy to you). One of the issues involved in the update concerns exterior painting of our homes. Please be aware that any repainting, including repainting in the original colors, is subject to review and approval by the Architectural Review Committee (ARC). There are a number of reasons for this requirement. First, the Board recently directed the ARC to approve only the original 14 color schemes used by K. Hovnanian, the builder, to insure color compatibility within our Four Seasons community. The ARC has seen a number of issues arise with repainting colors, ranging from unapproved repainting, to paint suppliers and painters not following the approved color schemes, to use of colors too close – or matching your neighbor's home, to poor quality painting resulting in unattractive results. These items become maintenance violation items that are required by our operating documents to be resolved by our management company. Management has procedures in place to address these types of violations, most of which can be resolved by homeowner attention to the written violations, but can escalate to Board involvement, and penalties. The ARC wants to avoid these unfortunate situations and therefore needs to approve any and all repainting. What is the ARC looking for in review of repainting applications? Here are some of the basic issues the ARC is looking for: • Is the color scheme proposed consistent with the Board directive as to the approved color schemes and the written Architectural Standards and Regulations? • Does the color scheme proposed blend with the community, the roof color of your home, and not match your neighbor's color scheme? • If your color scheme was previously approved by the ARC, is the new repainting proposal consistent with that previous approval? • If staining your fence, does the color proposed match the colors specified in the Architectural Standards and Regulations? The ARC is most interested in assisting our homeowners in achieving approvals in a timely manner. The ARC only has the materials submitted in reviewing your proposals, so to avoid time delays, please be certain that your applications are complete, include color samples, and a written description of the work proposed such as what color (and sheen, such as gloss, eggshell, or flat sheens) are proposed for each portion of your home (stucco, doors, shutters, fascia, trim, or garage door). Please DO NOT RELY on your neighbors, painter, or Nextdoor.Com for reliable information. These sources are frequently inaccurate opinions and may result in hundreds, or thousands of dollars in additional costs to you to resolve a violation. You may also add to your painting contract that the painter will be responsible for repainting if unapproved colors are applied to your home. As always, the Board and the ARC are most interested in maintaining our beautiful community and preserving our property values. Finally, if you have any questions, call Maria! Architectural Review Committee Access Control Committee This month is dedicated to just updating you on what is happening throughout our community. You are probably aware by now that we have reprogrammed the front gate barriers in an effort to make this access point more secure, and less vulnerable to potential gate violations that do lead to damage, and unnecessary cost to our community. As is normal with this type of activity we anticipate some minor adjustments and comments during this introductory period. On a more important issue we would like to bring your attention to the ongoing "speeding" issue within our community. We have tried diligently over some years now to appeal to our community drivers to be cognizant of the posted speed limits throughout our facility. However, our demographics indicate that we still have approx 15-20 percent of our Four Seasons community exceeding the posted speed limit of 25 mph, and some 10 percent above that are over the 30 mph. As a friendly reminder we would like to draw your attention to article 2.2(Sub: VI) from the Community CC&R's whereby it clearly states that as a community we are governed by the 2019 California Vehicle Code. The extract reads: The right of the Association to regulate the use of any private streets and roadways, and paved areas located upon, or across the association property, including the right to regulate the kind of vehicles traveling thereon, the speed thereof, and the parking of vehicles upon such private streets and roadways, etc., etc. We obviously do not want to enforce these limits by using radar traps and other devices, etc. As one gentleman has already pointed out to us when we suggest this type of action, he advised us that "We are not the police." We agree, we are NOT the police, but we do need your help and cooperation in asking you to please observe our community speed limits, before something tragic happens. As your Access Control Committee we will continue to explore all other options that will keep our community safe and free from harm. Thank you.
