| Four Seasons Hemet Herald | SEPTEMBER 2019 | 5 General Manager's Message By Rick Ruth It has been a while since I wrote about Four Seasons residents trespassing on the golf course (any residents who did not pay to play). I'm specifically referring to a group of residents who, every afternoon, congregate on the north side of Fairway #3 off Stephenson. They drive their carts on the fairway, bringing their dogs with the intention of letting the dogs run loose. This has been occurring daily for quite some time. This activity is causing issues with droppings not being picked up, the smell of urine and their dogs barking at resident's dogs along the fence-line. There was a petition against the residents trespassing on the fairway that was circulated amongst the Stephenson residents. Eighty percent of those who signed the petition agreed that this is a problem. The residents are not able to exercise their rights to quiet enjoyment, a right due all residents. A resident who spoke at the July board meeting stated many years ago there was an agreement with the former golf course G.M., allowing this group to meet on the fairway. I've confirmed with the current General Manager that there is no agreement with the golf course allowing residents to be on any fairways unless they are paying to play golf. The golf course is private property. It is not a dog park. Signs have been posted at each cart path. Residents are ignoring the signs and trespassing and it needs to stop. We are asking those residents who are going there to please take your dogs to one of several local dog parks. There are several homes for sale on this corridor and it would be a shame if the trespassing activity causes any adversity for the residents. The CC&R Revision committee has completed their review of the CC&R's. The Bylaws will also be reviewed by the committee. Upon the completion of the review, they will be forwarded to the attorney. After the attorney prepares the draft documents, they will be reviewed by the committee and forward their recommendations to the Board. After Board review and final changes are completed by the attorney, the document will be sent out to all owners. Approval will be through the secret ballot process and all members in good standing will have an opportunity to vote. We will update all of you as we get closer to the mailing process. Also coming your way this month is the fourth update of the Architectural Standards and Regulations. The most significant changes are in two areas, solar installations and painting. As John Curts, the ARC Chairperson, stated at the July meeting, "Before you do any modifications or painting, PLEASE check with Maria at the front desk. It may save you a lot of money and aggravation." This is especially true with solar installations. Although the ARC cannot prohibit approvals, Calif. Civil Code 714.1 does grant homeowner associations the authority to impose reasonable restrictions on solar installations. Maria, our ARC staff member, and the ARC do their very best to assist homeowners and their solar providers in getting their applications approved. If you received a letter from our office requesting you to re-paint your trim, stucco, garage door etc., please check with Maria Donti. Per the new standards, any and all painting, going forward, must be approved by the ARC. The committee appreciates your cooperation and understanding in advance. If you have not turned in your Age-Reverification form, please do so. If you aren't sure of you did, call us and we'll check to see if you did or didn't. Final reminders: please remind your guests to obey the posted speed limit; please pick up after your pets; be "water- wise" with your sprinklers! Have a peaceful Labor Day!
