Safety & Facilities Landscape Committee At our March meeting,we had a briefing from Anita Worthen for Emergency Preparedness Planning about developing a draft plan for the community and training community members. Dennis Gray of Neighborhood Watch discussed the well-attended February meeting and EPP planning for the individual according to Neighborhood Watch materials handed out at the meeting. Larry Savaglio of the Water Management Committee discussed the freeze damage A recurring problem that has vexed our landscapers is the ground cover in the Lodge parking lot planters. In addition to the clay soils, freezing temperatures and drainage restrictions, this area is a showplace for our community. As such, it is important that for twelve months of the year plants look their best. The ground covers we have planted in these islands die or go dormant for four months during the winter months. Some of the grasses and small shrubs need to be trimmed to the nub which is also visually unappealing. Water for the plants at the crown of the planters does not penetrate into the soil and rolls down to the curbs. It then puddles and creates a lasting wet foothold for our drought tolerant plants that wither from over watering. This month we are planting three to vegetation and the replacement planting. Renee Watkins reviewed the ongoing community repairs and maintenance in many areas of the Lodge and other facilities, such as repairs to Bistro equipment and chairs, bird spikes, change over to LED lighting in areas of the Lodge. There are items finished and submitted to the Board of Directors for action in areas of outside shower at the pool, handicapped parking spaces and Finance Committee The Finance Committee held its regular meeting on Feb. 26. The Financial Statements for January were reviewed and reflected the following significant items: net income yearto-date was $40,771 and total reserves were $3,325,676. The accounts receivable (delinquencies) was $84,792. Our total HOA expenses for December (excluding reserve allocations) were $160,820. This was under budget by $54,795. There was one CD renewal to be reviewed. The front yard cost center expenses for January 2013 were under the monthly budget by $7,063. There were five vendor proposals presented for approval. Wayne Staples reported on the past due accounts. Thirteen current owners and ten former owners were past due, down from 16 and 11 in December, respectively. Bob Melville reported from the Ad Hoc Water Management Committee. The water consumption for the year 2012 was up slightly over 2011; however the cost of water increased approximately 20 percent over 2011. The Crooked Creek Water Test showed a reduction of 52 hundred cubic feet (ccf) in the sprinkler area, 2011 vs. 2012 and a reduction of two ccf for 2012 between the sprinkler 16 FOUR SEASONS BREEZE | APRIL 2013 | community News upgrading heating and air conditioning for the Craft Room, to mention a few. We have openings for committee members and ask interested persons to attend our meetings and submit an application. Our next meeting is April 2, at 9 am, in the Lodge. ~ Dennis Gray and drip area. The cold weather has taken a toll again on some of our plants and replacements are forthcoming. Our next regularly scheduled meeting will be held April 30, at 1 pm in the Lodge Conference Room. All homeowners are encouraged to attend. ~ Noel Myers varieties of a ground cover Ceanothus (California or Mountain Lilac) to see if they will survive, thrive and contribute to the attractiveness of our community. The three varieties are: Joyce Coulter; Anchor Bay; and Yankee Point. These small shrubs have blue to purple flowers and are drought tolerant. They like full sun Curious visitors inspect parking lot and can survive in temperatures in the twenties. They also survive in clay soils. Our experiment will identify if they are able to withstand wet feet and reduced irrigation on the crowns. In mid-March, we will again have great landscape photographs taken by our resident shutter bugs on display in the lodge. And, there are still opening on the committee for new members. This is due to the amount of home improvements being done by new and existing homeowners. The Architectural Review Committee asks that you please submit plans for approval for any exterior modifications, revisions or improvements to your property as required by the rules and guideline of the HOA. Some examples are walkways, planters, patios, patio covers, built-in barbeques, spas, in-ground and above, satellite dishes, screen doors, front entry doors, plants in your front and rear yard, especially trees. If you should have questions with regard to applications you can speak to Mari at the Lodge. Applications need to be submitted prior to noon Monday, preceding the meeting for consideration that week. The committee will meet on the April 3 and 17, at 9:30 am.
