If and when a large-scale disaster occurs in or around Sun Lakes, EPAP's organization will be activated, pulling together trained volunteers within the community. It will transcend normal organizational boundaries, putting those volunteers to work under the direction of the Incident Commander, who is a member of EPAP's Executive Team. The Incident Commander directs the actions of the EPAP Management Staff, District Delegates, EPAP Coordinators, Medical Teams, Zone Captains, and residents. The 23 Sun Lakes Districts (and HOA staff ) have been organized by EPAP into eight groups of three Districts each, called Companion Groups. The purpose of this system is to simplify communications and sharing of resources. The three Districts in each Companion Group share a dedicated radio channel and privacy code. The EPAP Coordinator of the District closest to the geographical center of the three districts is assigned the responsibility of Group Leader. When Zone Captains in each District make their safety rounds in an emergency, they report back to their EPAP Coordinators at their designated District Command Post, who dispatch resources as needed. The EPAP Coordinators contact the group leader of each Companion Group, who in turn reports by radio to the Emergency Operations Center. The Companion Group system is crucial for a timely, comprehensive response to an emergency. Each cog in the machinery of EPAP needs to be fine-tuned, and training has been ongoing for several years. From Delegates to EPAP Coordinators to Medical Teams to Zone Captains, resident volunteers have been working diligently with EPAP to learn and understand the importance of their responsibilities in case of a disaster. The responsibility of residents, of course, is to keep their File of Life updated, and on the outside of their refrigerators. It has always been said about Sun Lakes, "It's the people," and never more so than taking care of ourselves and our neighbors in an emergency.
