| OHCC LIVING | DECEMBER 2019 | 5 Amid the chaos of a major emergency, communication systems (including land line and cell phones) quickly become overloaded and unreliable. This is precisely the time when emergency resource organizations such as OHCC CERT need to send activation alerts, begin gathering information regarding injuries and damage, develop response plans, deploy assets, and direct operations. For these reasons, CERT has implemented two distinct systems to communicate with members, the city and other emergency agencies throughout San Diego: 1) The "CERT Information & Emergency Alert System (IEAS)" and 2) The "OHCC Emergency Radio Network (ERN)". The Information And Emergency Alert System (IEAS) The IEAS is a Mass Texting and Voice Broadcasting system managed by a firm located outside of our impact area and especially qualified to handle the type of emergency-related communications we need. The IEAS provides nearly instantaneous dissemination of text and voice messages as well as the ability to receive text replies when necessary. Texting is especially beneficial during an emergency incident because, rather than competing with regular cell phone traffic, most of our SMS messages are transmitted via a control channel set aside for network operations rather than on one of the wireless channels designed for voice communications. The control channel is a wireless channel used to set up and disengage a call, so a text message might make it through even when a network's voice channels are too overloaded to handle additional calls. The OHCC Emergency Radio Network (ERN) The ERN consists of UHF and VHF band radio systems providing communications between CERT command staff and radio operators assigned to each of the four CERT teams, as well as accessibility to the Amateur Radio HAM Band. The HAM band offers a link to numerous emergency-related organizations including the Oceanside Emergency Operations Center (EOC). To ensure continued operations during power outages, all the stationary radio equipment have a battery backup and likewise, the handheld, two-way radios issued to CERT personnel, are battery powered. For more information or to learn more about OHCC CERT, please email ohcccert@gmail.com. Communications During an Emergency Speed limits can be inconvenient, especially if you're running late. But ignoring them can affect your ability to operate your vehicle safely and cost you money in other areas. As many of you know, OHCC monitors speeding and stop sign violations with Radar and/ or Surveillance equipment as per page 54 of the Homeowner's Handbook of Rules and Regulations. There has been a significant increase in moving violations within OHCC and Community Patrol will be actively monitoring speed and stop sign violations effective Dec. 5, 2019. Please keep in mind the impact your driving could have on your neighbors or friends in the community — one rolled stop sign or speeding around the corner could put an innocent person's life in jeopardy. With the upcoming holiday season, please notify your friends, family and vendors to follow all community rules. There may be times where you need to drive a rental vehicle, we understand that without your transponder, waiting in line at the front gate can be frustrating. The Master Board would like to alleviate this frustration, so if you currently have a rental vehicle or need to have one in the future, there are two options available to you: Option 1: When you obtain your rental vehicle, you will need to go to the Front Gate to obtain a Resident Rental Vehicle Pass. Once you have this pass in your possession you may use the back-gate entrance by showing your Resident Rental Vehicle Pass along with your driver's license, and you will be permitted to enter for the remaining time that you have the rental vehicle. Option 2: When you obtain your rental vehicle, you will need to go to the Front Gate to obtain a Resident Rental Vehicle Pass. You will then need to come into the HOA Office, provide the period of time that you will have the rental vehicle in your possession along with your rental agreement and we will issue you a temporary transponder for a cash deposit that will expire with the date that you provide. When you bring the transponder back to us, we will refund your cash. If you have any further questions, please call the HOA Office at (760) 758-7080.
