| OHCC LIVING | FEBRUARY 2020 | 7 Golf Course Irrigation & Renovation By Don Lopez The Golf Course Renovation Committee met on January 3, 2020 to review the final proposals from our golf course designers. We had reviewed the first two proposals in November and December of 2019. Based on their final proposals we recommended to the Master Board that we select Morgan Golf Design, Inc. from Gulf Breeze Florida. The Board approved Morgan Golf as our golf course design-build Contractor for the irrigation conversion and golf course renovation. They will be responsible for both the design and the construction. Therefore, we will have more control of the process with only one contractor involved where there is single responsibility residing with him. We had established a budget of $1.8 – $2.2 million dollars for this project. We began reserving money for this project in 2017 and now have the money to complete this project. Morgan's proposal is $2,193,455 for the irrigation & renovation, which is within our budget and $545,567 for the turf reduction in the non-golf areas, which is about six acres. The combined total is $2,739,023. A portion of this total will be from Capital Improvement funds and a portion is from our reserves. The other proposal from Casey O'Callaghan Golf Course Design, Inc. from Costa Mesa, CA was very detailed and well done. However, they were much more expensive than Morgan Golf and they were a design-bid-build company that involves more companies in the process. Morgan Golf adhered closely to our budget, where O'Callaghan indulged his own preferences. We look forward to a very productive relationship with Morgan Golf. Morgan Golf has worked on many golf courses throughout the U.S including several in Southern California. They installed the misting system on all the greens on the Augusta National Golf Course where the Masters Tournament is played each year. We started this process last year with five good golf course architects. After our selection process, we narrowed the list to these two for the detailed proposals. We are pleased that we interviewed at least the top five companies because we are now confident we have the right design-build company. The Board has appointed a Contract Administration Committee to finalize the preparation of a contract with Morgan Golf. The members of the committee are Don Lopez, Greg Kusiak, and Bob Fisher. We need to agree on a contract with Morgan Golf, hold Town Hall meetings, and hold a Capital Improvement election before we start construction work. Morgan can start the detailed drawings and construction documents during this process. They can then start the permitting process which may take several months to complete with the City of Oceanside before any construction can take place. We are still many months away from any construction on the golf course.
