18 FOUR SEASONS BREEZE | AUGUST 2020 With the latest changes to the COVID-19 guidelines, the ARC is back inspecting work that has been completed. If you have completed your work and not filed a Schedule C "Notice of Completion" now is the time to complete and file it with the management office. If you have already filed a Schedule C, an ARC Committee member will soon contact you to schedule an opportunity to confirm that the work has been completed. We will follow all COVID-19 guidelines and can even verify what we need to do while you remain in your home. We have seen some new problems in our community related to unapproved work. In some instances, homeowners have advised us that their contractor told them that they did not need approval or that it was acceptable to add items and work that wasn't on their application. This is not accurate. Any work that is a change and not a simple repair needs to be approved. The consequences of completing work without approval can be very expensive. In addition to possible fines, the homeowner may be required to remove the work. If the work required a city permit that was not obtained, the city will assess fines and/or require the work be removed. It is also possible that you may have difficulty selling your house even years later. Please ensure that your contractor has the permits in hand before any work is started. Due to the increased problems we are having in our community, ARC is requiring proof that a permit was obtained when required by the city. We have been advised that the city will not issue a permit for any work in Four Seasons without proof that ARC has approved the work. To facilitate this process, ARC is reviewing applications and providing our standard approval letter. This letter can be submitted with the building permit application documents. Once the permit is issued please submit a copy to the HOA management office to be included in your application. ARC meets the first and third Wednesday of each month at 8:30 am. We have resumed in-person meetings. Everyone is welcome to tune in to our meetings on Zoom and we welcome homeowner participation. Watch the Daily Report for the link to join. I have met several new residents here at Four Seasons, and they are asking "When is the Canine Corral going to open?" I thought it would be useful to provide a little history for our newcomers. The Board established an Ad Hoc Off Leash Area committee back in September 2018. This committee developed a charter and rules. It was determined that the Canine Corral would be self-funded through fundraising and donations. At that time the plan was to locate the facility at the gas company easement, but the gas company decided not to proceed with the plan. The Trump administration rolled back environmental protections which were finalized in September 2019. This included our watershed area in "Zone A," which is near the Breckenridge gate and along the Conservancy. Now that this land could be developed, it became the responsibility of the Association to landscape and maintain it. It was decided to place the Corral in this vacant space. The fencing was installed, thanks to an anonymous donation. The Landscape Committee will be developing a plan for the surrounding space in Zone A. It is important to note that the Landscape Committee is authorized by the Board and funded by the HOA to provide landscaping plans and maintenance for all common areas. Space occupied by the Corral will not be included in these landscaping plans and will have a dry scape of decomposed granite. The Canine Corral Council was established by the Board in February 2020. By mid-March, Council members were appointed and officers elected. That was about the time of COVID-19 pandemic consequences. The Council has been using this time to work on procedures, and to develop fundraising strategies. Residents wishing to use the Corral with their dogs will be required to sign an agreement to assume all risk and provide homeowner insurance liability information that will cover injury by their dog. A fob entry system will ensure that only accepted members and their approved dogs will use the Corral. Our initial fundraising goal has been set at $13,500. Supporters will soon be able to order engraved plaques for $200, $350, or $500. Imagine your favorite pet (or ?) immortalized on a beautiful plaque mounted on a post at the Corral for all to admire! Perhaps a personalized bench placed in the Corral showing your $3,000 sponsorship would appeal to you. Donations of any amount are also being accepted at the Management Office. All of us working hard on developing this amenity would like to express our appreciation to those who have already given donations.
