Assistant to the GM Kimberly Evans MEMBER COMMENTS The comments below were read during the Open Session meeting by President Walt Bowman. Each resident will receive a letter with the Board's response within 10-15 days. The Board responses will also be announced at the Oct. 15 Open Session and printed in the December issue of The Colony News. The comments were as follows: Q: I would like to request that the Board of Directors revisit their decision to not allow guests to play on The Colony tennis courts. Q: When will the electrical issue in the Auditorium be repaired? Q: Can the spas be reopened? Q: What is the procedure to stop racist harassment in The Colony public areas? Q: Recently, some residents have experienced the locks on the cluster mailboxes as inoperable. Is there something in our CC&Rs about cluster mailbox responsibilities? PRESIDENT'S REPORT Stop Signs – Bicycles and Golf Carts: President Walt Bowman reminded bicyclists and golf cart drivers to please adhere to traffic laws and stop at stop signs when riding/driving through the community. It is for the safety of all. Bingo: The Board has received questions about bingo and whether it must be open to the public. California Penal Code Section 326.5 addresses the requirements for being allowed to host bingo games. One of the requirements is that the appropriate licenses or permits must be obtained. The Colony has obtained the required permits and licenses and has operated bingo for over 25 or 30 years. Another requirement of allowing bingo is that all bingo games must be open to the public. Subsection (g) of this Penal Code section states, "All bingo games shall be open to the public, not just members of the authorized organization." So, in order to continue to host bingo, The Colony must continue to allow the public to attend our bingo. Accessory Dwelling Units (ADUs): Effective Jan. 1, 2020, California law changed to specifically allow certain Accessory Dwelling Units (ADUs). On Tuesday, the Governor signed another new law that addresses the use of ADUs and JADUs (junior ADUs). This new law will go into effect on January 1, 2021. The Board began a discussion about ADU regulations within The Colony early this year but then the pandemic hit and conducting Colony business has been primarily focused on addressing the various government orders and requirements and the many inquiries by residents. The Board is at a point now where it can go back to determining how best to address ADUs/JADUs and the new law that will be going into effect on Jan. 1, 2021. The Board will be considering options for changes to the rules and regulations and architectural guidelines which may be needed or desirable as a result of these new laws. Locker Room Restrooms and Showers: The water will be shut off to the Clubhouse in order to make repairs to the Locker Room showers on Oct. 2, 6 - 9 am and Oct. 6, 6 - 9 am. During these times, the restrooms and showers will be closed and unavailable for use. NEW BUSINESS Movies in the Clubhouse Parking Lot: At the Sept. 17 Executive Session, the Board discussed hosting drive-in movies in the Clubhouse parking lot and directed Management to present guidelines for its review. Management utilized County of Riverside as well as Los Angeles County Guidelines to ensure the Association is providing a safe environment for our residents and staff. Due to the social distancing guidance, there will be a limited number of patrons able to attend each viewing. Staff will facilitate an event registration to avoid overcrowding. To best utilize the space, we have consulted with Henrickson Experiential (HENXP) to advise on placement of the audio and visual equipment. We will have staff onsite before the showing to guide traffic as well as Nordic Patrol to ensure the guidelines are being followed. We have researched options for outdoor screens and an FM transmitter for sound. The best price was found on Amazon and B&H Photo. Motion approved to allow Movie Nights in the Clubhouse parking lot and other events where the same guidelines can be applied. Motion approved to purchase the equipment for the Movie Nights events with cost not to exceed $700. Craft Fair: Due to the COVID Pandemic and Clubhouse closure, the Annual Craft Fair will not proceed as planned in the Clubhouse Auditorium. The craft show is an annual event that many residents prepare for all year. Due to the "no gathering" order, Secretary Amy Horlock asked that Management research alternative methods where the crafters can display and sell their products. Several options would comply with the State's stay at home order and current County of Riverside Guidance. Management, however, believes hosting a virtual event is the best alternative. Staff will coordinate with the crafters by eblast and the November issue of the Colony News to compile images and descriptions of the items they are selling. Staff will create a Google slide show for the website and have printed versions available as well. Items will be sold privately in the crafters' homes by appointment only. We should be able to go live with the virtual craft show on the originally scheduled day of the Craft show, which is Nov. 7, 2020 and be available until the end of December. Motion approved for a "virtual" Craft Show to take place beginning Nov. 7 and available until Dec. 24.
