Via Teleconference Directors Present: President Walt Bowman, Vice President Joanne Deacon, Secretary Amy Horlock, Treasurer Jim Nash, Director Tom Brackin and Director Mary Ann Plummer Absentee(s): None Others Present: General Manager Jim Morgan, Office Manager/ Admin. Assistant to the GM Kimberly Evans MEMBER COMMENTS Prior to the meeting, an eBlast message was sent to the membership allowing them to leave a Member Comment for Board review and consideration. Comments were read during the Open Session meeting by President Walt Bowman and responded to accordingly. Each resident will receive a letter with the Board's response. The questions read and responded to during the meeting were: Q: A few months ago, there was talk about ADUs and working with legal to adhere with the ADU change. What was the outcome and or status? A: The Board discussed ADUs at its Feb. 6, 2020 Executive Session and intended to further explore guidelines that would apply to the new ADU laws. Shortly thereafter, responding to the issues related to the pandemic caused the Board to focus on essential business and member-related matters. The Board is at a point now where it can go back to determining how best to address ADUs. The Board will be considering options for changes to the rules or architectural guidelines which may be needed or desirable. Q: Why, with what we pay for landscaping, are our front yards, walkways and greenbelts being overrun with weeds? How is our property maintaining its value with this unsightly landscape? A: The Board disagrees that the landscaping within The Colony is "unsightly," and we believe that we have a good working relationship with the Landscaping Committee. The Committee has not expressed to the Board that they feel let down by the Board. The Board appreciates all committee members and hopes that if they have concerns, those concerns will be addressed to the Board. As far as the landscaping, with the size of our community and our current staffing level, all areas are on a five-week rotation, with the maintenance crews performing manual weeding approximately every 32 to 35 days. With that said, Staff has already implemented (since June 2020) that ECLM double up on the areas with the spray technician and, using the onsite supervisor, to get through all areas more often. The Board believes that this rotation is a good balance between maintaining the appearance of The Colony and avoiding significant increases in landscaping costs. If there is ever a particular area of concern, please bring that to Staff 's attention by contacting our Landscape Maintenance Department. Q: Why isn't the exterior of the Clubhouse maintained to the same standards as the residents are expected to maintain their homes in the Colony? When might I expect to see changes? A: The Board takes pride in the appearance and upkeep of the Association's common areas and common facilities. Each year there are areas requiring some level of maintenance based on the Association's Reserve Study, which is an integral part of our planning each year when preparing the budget. The Board does its best to follow the scheduled maintenance as documented in the current Reserve Study. With that stated, the Association's Reserve Study calls for the Clubhouse exterior to be painted this fiscal year. The Board has every intention of having this work performed during the 2020-21 fiscal year. Q: Is there a plan to improve the Finger areas around the Colony? How long is the Golf Course going to be in Receivership? A: The fingers are part of the Golf Course. They are not part of the Common Area, so The Colony is not responsible for them. The Golf Course receiver is working on a plan for repairs to the fingers, slopes and the Golf Course in general, and we will publish that to the members once he has shared it with us. The purpose of the Receivership is to assure compliance of the Golf Course with the judgment entered against Majestic Asset Management LLC, et al. The receiver will stay in place as long as the court is satisfied that he is making progress towards operating and maintaining the Golf Course in accordance with the terms of the judgment. It will take some time to see if the Golf Course can consistently generate sufficient revenue to not only operate, but complete the repairs to the fingers, slopes and other areas of the Golf Course as mandated by the judgment. Q: Fire hazard brush and African bees behind property on City of Murrieta-owned and maintained slope – who do I contact? A: The City of Murrieta Park Maintenance Department is responsible for the maintenance and upkeep of this area. The phone number is (951) 304-7275. Colony management will also make contact with the City Park Maintenance Department. Q: At the February 2020 General Session meeting, management presented a proposal from Inter Access Systems for an additional 1,000 windshield transponders and 100 headlamp transponders for a total of $15,700. Was this proposal secured and are the transponders extra inventory? A: Yes. The Association has received the full order and has used approximately 240 of those transponder tags to date. Q: I did not receive information regarding the status of the golf course litigation prior to purchasing my home here at The Colony. How serious a situation is this golf course litigation? What are the chances that the golf course might go out of business? Do all Meeting highlights continued on page 29
