By Gregory Kusiak "May you live in interesting times" is variously considered both a blessing and a curse. Whichever it is, 2021 is quickly proving to be as "interesting" as 2020. As your HOA, we will try to manage your community's resources to enable you to make this year as interesting as each of you chooses. Unfortunately, I'm compelled to make a special note about the pleasure of walking and driving through our beautiful little enclave. There has been a significant increase in the last few months in trash, including everything from liquor bottles to discarded masks. And yes, we still have those cute little plastic gift bags of dog droppings that are left neatly along the curb for your neighbors to pick up. Like many pet owners, I pick them up and put them in the doggie comfort station cans where they belong so that all pet owners aren't tarnished by the neglect of the few. Please — everyone — help keep our shared home clean. Many of our neighbors have had recent success in getting vaccinated for COVID-19. We will continue to explore having a vaccination event here, but that will be difficult until there are more vaccines available. In the meantime, please continue your safe practices. I recently spoke with a nurse who caught the virus — most likely from her children — between her first and second vaccinations. She and her family are fine, but it shows the possibilities. There may be light at the end of the tunnel but make sure it is not a train coming the other way! On Feb. 5, the Board held its annual Special Meeting to consider the budget for the upcoming fiscal year (April 1, 2021 through March 31, 2022.) The Budget and Finance Advisory Committee comprised of Henry Eisenson, Treasurer, Angela Takemoto, Director, Kathryn Fitzwilliam, John Lesser and Kevin Cryan in addition to the President again did excellent work. They conducted a thorough review of our financial position and reserve analysis and also presented the Board with alternative budgets and a multi-year forecast to put the alternatives into perspective. Following discussion, including questions and comments from both the Board and Members, the Board unanimously adopted both the Report of the Reserve Analyst and a 2021-22 budget with no increase in the annual assessment. This marks four consecutive years for which the assessment is $393 per month. The Committee and the Board emphasized that labor expenses have increased significantly over that period, and increases likely will be required in future years to cover those and other expenses. I repeat, increases likely will be required in future years. The Board met in Executive Session on Mon., Feb. 8 to discuss legal matters, contracts and assessment delinquencies. There were several matters for which staff was requested to obtain further information. However, the Board took no formal actions at this meeting. The Board's February Regular Meeting was held on Feb. 11, and the following actions were taken: • Changed the schedule of the Regular Monthly Board Meeting to the third Thursday of each month (The next meeting will be March 18.) • Adopted a proposed change to the Rules and Regulations regarding the RV Lot • Approved a "Walk the Golf Course Day" on Sun., April 4 • Appointed an Ad Hoc Committee to investigate the sale of the lot across Shadowridge from the back gate • Tabled immediate consideration in favor of a follow- up meeting dedicated to consideration of proposals for a facelift for the front entrance (The Landscape and Community Image and Marketing Committees will make a formal presentation of their proposals. Their proposals are available for review on the website.) • Authorized renting a canopy for use on the lanai this summer season • Approved use of a renovated website proposed by the Ad Hoc Website Committee • Granted the appeal of a homeowner from an Architectural Review Committee fine In addition to the reports of committees, the Board received an update from Director Bellomo on efforts to reduce air and noise pollution from landscaping equipment. Thank you for your interest in the affairs of your Association! Enjoy the return of daylight savings time on March 14 and the wonderful California spring which begins officially a few days later with the vernal equinox on March 20. | OHCC LIVING | MARCH 2021 | 3 President's Message
