Meeting via Teleconference Directors Present: President Walt Bowman, Vice President Joanne Deacon, Secretary Amy Horlock, Treasurer Glenn Sailer, Director Tom Brackin, Director Del Mitchum and Director Mary Ann Plummer Absent: None Others Present: General Manager Jim Morgan, Office Manager/Adm. Assistant Kimberly Evans MEMBER COMMENTS: Prior to the Feb. 18, 2021 meeting, an eBlast message was sent to the membership allowing them to leave a Member Comment and/or to call with a question the day of the meeting. Written Member Comments were read and responded to accordingly. Each resident who submitted a comment or question will receive a response letter from the Board. PRESIDENT'S REPORT: Executive Session: • Approved Jan. 21, 2021 Executive Board Minutes • Discussed Majestic Asset Management Litigation Update Majestic Hearing is scheduled for March 10, 2021. The Golf Course Receiver has paid off all debts and the course is now realizing a profit. The Health Department gave the golf course a 97% health approval rating. • Discussed various legal matters and protocols • Discussed Digital Census Form • Feb. 25, 2021 – Special General Session at 1 pm to adopt the 2021-22 Budget and Reserve Study. • March 4, 2021 (Time and location to be determined) – Board will present Pool Pavilion plans for resident review. Second Annual State of The Colony Health Report: The Association's financial state and reserves are doing well. The Finance Advisory Committee and Board continue to be fiscally responsible with handling the member budget. Many residents may be experiencing cabin fever, depression and strained relationships due to the COVID-19 pandemic. President Bowman recently read a pamphlet called Finding Peace in a Troubled World by Bill Crowder, to which he referred in his comments. We are in a situation where we are not together, since we cannot meet in the Clubhouse. How do we move beyond this state of mind? One way is transparency. The Board is making every effort to be transparent. Tonight's Budget Town Hall meeting is on the proposed 2021- 2022 Budget. Residents can also join the Open Session monthly meetings via Zoom and read The Colony News for community updates. Some stresses are due to rumors, which unfortunately send out misinformation to the community. One thing that might help, rather than posting things on a blog, is to call the HOA Office or a Board member to find answers to your questions. Another problem we are having is fear — fear of the unknown about COVID-19 or taking the vaccination. Please contact your doctor for guidance. Fear robs us of joy, hope and peace. We can find peace, as it calms a weary heart and nurtures a hungry soul and strengthens relationships. Remember hurt people, hurt people. We all need to get involved in something bigger than ourselves, which will help bring peace to our community. BOARD LIAISON REPORTS: Secretary Horlock – Architectural Control Committee: They are currently working to update guidelines concerning stamped concrete, colored concrete, decorative accessories and softening ACC letters that go out to residents. Director Plummer – Emergency Preparedness Committee: This is an advisory Committee making recommendations concerning emergency response and preparedness. Access Control & Safety Committee: This is an advisory Committee making recommendations regarding access control and safety. Thousands of vehicles enter the community each month. Sunshine Committee: Helps residents who need assistance. Treasurer Sailer – Landscape Advisory Committee: They just completed a landscape renovation project and are currently working on slope renovation. Landscape Supt. Anthony Reynoso obtained $440,110 in rebates from various water districts to assist with this project. Also, they will be working on G-13 behind Corte Albara and continuing work on those slopes. The boulder lot (G-53) is under New Business. Congratulations to Luis Calderon who has been promoted from the Landscape Department to Assistant Maintenance Superintendent. Finance Advisory Committee: They will be making a 2021- 2022 Budget recommendation at the Town Hall meeting this evening. They will meet with our Investment Advisor in the near future regarding how best to invest the Association's money. Violations Committee: They reviewed and ruled on 11 violations. There were two violations by vendors. Director Mitchum – Rules and Regulations Committee: Currently reviewing ADUs and JADUs rules and how they will be incorporated into the Association's governing documents. The Committee is in need of two more volunteers. BOARD OF DIRECTORS MEETING HIGHLIGHTS: FEB. 18, 2021 HOA NEWS
