TREASURER'S REPORT: On behalf of the Finance Advisory Committee, Chuck Gordon presented the December 2020 Unaudited Interim Financial Statements prepared by Associa/ PCM. Approved as presented. Approval to File Liens: Associa-PCM presented Accounts #00240-7588 and #00133-6456 for approval to file liens. The accounts exceed the $1,800 in delinquent assessments and/or 12-month delinquency threshold. Approved. NEW BUSINESS: Resignation of Brigitta Bowden from the Emergency Preparedness Committee: Director Deacon thanked Ms. Bowden for her service on the EPC. Approved. G-53 Boulder Lot – Landscape Cost – Plan Design: Management has redesigned the G-53 Lot Landscape Plan to include suggestions from the Landscape Advisory Committee. The original budget was set at $50,152.00. The budget remains the same as they continue searching for pricing on Arbor/Pergola, the final component in the total cost. Budget was set during the Green & Wild Belt Slope Projects (9-11-2020) planning. Management has utilized solar power to run the water feature pump and lighting. 1. G-53 Landscape per Plan: $32,161.25 2. Aquascape Fountain Kit with light: $2,500 3. Silicon Solar - AquaJet-Maxflow-50 Solar Pump Kit: $700 4. 6 ft Curved-End Concrete Bench x 2: $1,600 5. Arbor/Pergola Construction: $10,941.75 Approved Environmental Concepts Landscape Maintenance Estimate #30096, G-53 Plan, at cost not to exceed $50,152. Associated Engineering Consultant Proposal to Develop an Updated Pavement Management Plan: At the Association's request, AEC has provided a proposal to update the Pavement Management Plan to reflect a long-term reserve study budget plan. The proposed work includes the following: A) Perform visual field evaluation of all the community's streets and parking areas, noting defects and their severity. They will also examine the concrete drainage structures such as curbs and gutters at the same time. B) Develop a long-term pavement maintenance and rehabilitation action plan to protect our long-term investment and assist with reserve budget. C) Based on their recommended actions from A) and B) and the available budgets, AEC will develop estimated costs for maintaining our streets each year. D) Provide an executive summary describing their findings, recommendations, and Pavement Management Budget Plan approach for the property. AEC's primary goal is to find the most cost-effective way to protect our existing pavement investment while enhancing the site's appearance and minimizing liability. Estimated cost for is $5,915. Amount not to exceed maximum without prior approval. Approved. This is a Reserve item. The Association was slated to perform street work this year and deferred it to review at the 20-year plan on street repairs. NEW RULES: Approval of Discretionary Election Rules for 30-day Member Comment: During the Jan. 21, 2021 Executive meeting, the Board reviewed and approved the following discretionary election rules to be presented at the Feb. 18, 2021 General Board Session for 30-day Member Comment. Approved. Final ruling to be made at the May 2021 General Session. Approval of PODS and California Vehicle Code Rule for 30- day Member Comment: The Rules and Regulations Committee submitted proposed PODS and California Vehicle Code rules for Board consideration and 30-day Member Comment. Approved. Final ruling will be made at the May 2021 meeting. The Dumpster rule will go back to Rules and Regulations to clean up language and come back to the Board in March.
