By Gregory Kusiak "Snoopy has done his annual dance to spring, and daylight savings time has arrived! San Diego County has progressed rapidly with its vaccinations to vulnerable groups (that includes us) and we have been helped by a large contingent of previously infected people. Our San Diego sun is shining both figuratively and literally, and we continue to edge closer to normality. Your HOA is eager to return to the full utilization of all of our wonderful amenities. However, we are constrained to stay within the safety guidelines which have been issued by the various jurisdictions. We are hopeful that these guidelines will catch up to the emerging science soon, which will enable us to move about and congregate more freely. Orange Tier here we come! The golf course renovation has begun. Portions of the course have already been closed, piles of material will be visible around the perimeter and construction equipment will be scampering across the grass. Some of this will be unattractive, and moving supplies and equipment around will be occasionally disruptive. Hopefully, we will succeed in keeping this at a minimum. We expect this process to continue until after Labor Day and then require some time for the new seedings to grow and the course to become playable. We are working to keep as much of the course available for as long as possible. Funds have dutifully been set aside for this purpose for many years, and our recent financial performance has helped to assure that this project will not impact our next year's budget. The Board met in a Special Executive Session on Mon., Feb. 16 to discuss the golf course renovation and approved a contract with Candyl Golf in the amount of $2,356,003. The Board met again on Thurs., Feb. 25 to address an inconsistency discovered in the Candyl contract language and approved a minor amendment to the contract to resolve the inconsistency and clarify the payment documentation process. The Board met again in Executive Session on March 15 to address legal matters, third party contracts and personnel-related matters. The following actions were taken: • Approved the Minutes of the Executive Sessions of February 8, 16 and 25 • Reviewed legal counsel's recommendations on like-for-like repairs • Reviewed potential change orders in the Candyl contract • Reviewed proposed changes in the Village Management Agreements • Reviewed a water payment delinquency • Reviewed a contract proposal for a special election • Approved two contracts with Associated Engineering Consultants, one to prepare plans and bidding documents for paving scheduled for 2021 in the amount of $6,720 and a second to update the Pavement Management Plan in the amount of $3,945, both to be paid from Reserves • Discussed staffing issues with the General Manager • Discussed potential Department of Fair Employment and Housing issues and authorized the scheduling of a special training session to bring the Board up to date on current California regulations. We note that the schedule of Regular Monthly Board meetings is such that they occur after the deadline for submission of articles to Living, and accordingly the report on the March meeting will appear in the May issue.
