10 FOUR SEASONS BREEZE | APRIL 2021 One ballot down, one to go. With the district delegate voting complete, we now look to our next election to select three members for the Board of Directors. If you are reading this, you most likely picked up your Board election ballot when you found this month's Breeze in your mailbox. The ballots were mailed on March 26; if you did not receive one, please contact FirstService Residential at (951) 769-6358 to request a replacement. You have until 9 am on April 26 to vote, sign, and return your Board candidate ballot. You can mail it in or drop it off at The Lodge front desk. For additional information on candidates, look for their interviews here. These features will provide additional insight on those seeking election and re-election. With candidate background information at hand, you're ready to cast your ballot. Remember, our Covenants, Conditions, and Restrictions (CC&Rs) currently provide for cumulative voting. This gives households one vote per Board vacancy. Because there are three vacancies, each household has three votes. These votes can all be given to one candidate or divided among up to three different candidates. It's important that all households take the time to vote and return completed ballots. If a district doesn't get a 50-percent turnout of votes from its 100-plus households, the residents' individual votes are forfeited and the district delegate is given the authority to cast all votes to a single candidate of his or her choice. Please vote. There's no time like the present to stay involved and commit to keeping or changing our community as we want it. ~ Kris Corbett JOE BARLETTA "This has been a great Board to work with," said Joe Barletta when asked about his experience serving as CFO on the current Four Seasons Beaumont Board of Directors. "It is a close, friendly Board with no animosity between members. Joe has been on this Board for two years and previously served for nine years on the Board of the 965 home 55+ community in Sacramento where he and his wife Sandi lived. Not only was he Vice President and President of that Board, he also served as Chair of the Facilities Committee and host of trivia and other monthly events. This experience has served him well, as he is currently Board Liaison to the Facilities and Finance Committees, Internal Dispute Resolution (IDR), and will continue as the host of the monthly trivia event (COVID permitting). Joe brings many qualifications other than Board and Committee experience. He has two Master Degrees - an MS in Electrical Engineering and an MBA in Finance; he was an officer in the Army; and he has extensive management experience as Senior Program Manager of Electronic Defense and Reconnaissance Programs at major companies. "I think this Board has made some important changes that improve functions and bring cost savings. Even though we have had frequent unplanned meetings due to the pandemic to keep abreast of the mandated changes in regulations and to implement these changes, we have been able to focus on and streamline some of our systems. We made great improvements to our bidding processes by forming a new contract sub-committee of which I am a member. We begin reviewing contracts six months prior to expiration which gives us time to find candidate contractors, formulate/send RFPs and evaluate the bids we receive. "Additionally, we have worked to speed up the way we review investment opportunities. Now when a new opportunity is brought to us, we can act quickly to take advantage of it and achieve the highest and safest return. Again due to the pandemic and the attendant closure of programs and facilities, we have saved some money which has improved our available Operating and Reserve funds. If there is a bright side to any of this, it is that we have reduced expenditures wherever possible, and this will help guard against future HOA dues increases. This is a very important issue for me." When COVID restrictions end, Joe has ideas which he believes will add to the quality of life for the Association. "I think we need to have many more social activities and longer open hours of The Lodge, especially on Fridays and Saturdays. We should have social functions for every holiday (St. Patrick's Day, Valentine's Day, Fourth of July, Super Bowl, etc.). We could also have community events like chili and soup cook-offs where homeowner contestants make their specialty and attendees eat the many dishes. "There are several functions that are sponsored by the HOA, but many of these events can be funded (at minimal cost) by the attendees. Cindy, the Social Committee, and various clubs would be the major organizers of these events… We are an ACTIVE adult community!" As he laid out in his Candidate Statement, "In any community such as ours, the key ingredients to success are controlling finances, good quality of life, and maintenance of community amenities and homeowner property values. This is the main task of our (or any) Board of Directors. As current Board CFO, I can attest to our excellent financial position and will certainly aim to keep us moving in a positive direction."
