| OHCC LIVING | JUNE 2021 | 7 By Scott Lemieux, CPS Director Greeting residents of Ocean Hills. A friendly reminder regarding access control procedures all guests, contractors and service providers are required to provide a valid driver's license or proof of current vehicle insurance before being granted access to the community. If the driver is unable to provide either of these items, they will be directed to make a U-turn around the Cannon Gate guard house and park in the front to make the necessary arrangements with the resident. Additionally, residents may call in guests, contractors and service providers as soon possible. It is not necessary to wait until the day of their arrival to add them to your guest list. If a guest, contractor or service provider arrives at the Cannon Gate entrance for access and they are not on a resident's guest list, depending on the length of the line, the CPS officer may call the resident to confirm that the guest is authorized access to OHCC. However, if there is a long line the guest will be directed to make a U-turn around the Cannon Gate guard house, park their vehicle in the front of the guard house, contact the resident to request that the resident call the guard house to be granted access to OHCC. If CPS does not receive that phone call, the guest will be denied access to enter the community. Thank you for understanding that these procedures are for the benefit and safety of the residents, staff and guests of Ocean Hills. Community Patrol Services Golf Course Renovation and Well Conversion Report By Don Lopez, Golf Course Irrigation Committee Chairman The ballots for the Capital Improvement Election are out now and are due back in by June 10. The Board has unanimously endorsed this project as the most efficient way for us to irrigate our golf course. The recent Town Hall Meeting that was held in Abravanel Hall on May 10 included a presentation on the Golf Course Renovation and on the Well Conversion. That whole meeting is available on the website; after you log in, click on OHCC TV in the quick links and it will take you to the presentations. They will show you what we are doing on the golf course, and why we are doing it, as well as what the specifics are on the well and on the ROI. The meeting will also play regularly on channel 1960 like we do on all Board meetings. When we started this project in 2015 the objectives were the same as they are today: to improve the playability for players of all skill levels, lower the cost of labor to maintain the course, improve safety on the course, which was recommended by our insurance underwriter, and to replace the irrigation system to provide complete coverage. The Irrigation Committee consisted of Linda Strohm, Willem Anderson, and me. We interviewed two engineering firms to help us with the RFP for our well drillers. We asked them what our storage system should be, a lake or a tank. They both said a lake is by far the most efficient and economical way to store water for irrigating a golf course. They had no vested interest in either method. They were just rendering their best professional advice to us. We then hired SCS Engineering to help us with the RFP for drilling the well. After drilling the well and finding a good volume of water we established our current Golf Course Irrigation Committee, which I am chairing, to find our golf course architect. During our interviewing process of five golf course designers, we made it clear we wanted a Design-Build contract like we now have. That meant we asked them to make all the design decisions. They all chose a lake storage method. When we finally selected two firms for a detailed proposal, they both designed a lake storage system. Neither of them had a vested interest in either storage system. They were guided by their professional reputations and the knowledge that they had to guarantee their work, and they had to meet our construction budget. All of our engineers, contractors, our owner's representative, and golf course architects selected a lake storage method because it is the best way to store and treat water for irrigating a golf course. I think most of you know we have a high level of salts in our water, so it needs to be treated in our storage facility. All the professionals mentioned above, who depend on their reputations, all choose the lake we are now recommending in our first-ever Capital Improvement Election. We chose a Design-Build contracting method because we wanted the design professionals to tell us how to renovate and irrigate the golf course; we did not tell them how to do it or what method to use. Please keep in mind the most important fact in this entire discussion. That is, we are so completely blessed that we have a large enough volume in our well to fully irrigate the golf course fairways, rough, and landscaped areas which comprise 39 acres. There is also the needed volume to irrigate all the fingers of grass just off of the golf course as well. We could just as easily have only had 10% of the volume we need in our well. That is far more consequential than which storage method the design community chose. The Board unanimously endorses this Capital Improvement Election and asks for your support.
