Finance Advisory Committee - The committee will be meeting on May 24 to review the financial statement package for the month of April 2021. May 1, 2021 marks the beginning of the 2021-2022 Fiscal Year. Vice President Deacon: 2021-22 Reserve Study - The new Fiscal Budget Reserves for 2021-22 include painting the exterior of the Clubhouse, exterior parking lot, pool lighting, refurbishing the Clubhouse offices and phone system. This will include an auto-dialer, new computer equipment and printers. In 2022, the kitchen will be addressed. Secretary Horlock: Architectural Control Committee - The committee is working on guidelines for members to use pavers and stamped concrete. Once it is complete, it will be presented to the Board for approval. Director Plummer: Access Control and Safety Committee - The community is doing better with closing their garage doors. It went from 28 last month to 18. The Colony is not a secure community, but access-controlled. CONSENT AGENDA: Vice President Deacon presented the following Consent Agenda items for Board approval: 1. Approval of April 15, 2021 General Board Minutes 2. Monthly Review of Financials (AB 2912) for March 2021 3. Board Authorization of Transfers and Expenditures over $10,000 for May 2021 4. Approval of Ed Nicholls resignation, Emergency Preparedness Committee Approved as presented. TREASURER'S REPORT: Jerry Stein presented the March 31, 2021 Unaudited Interim Financial Statements prepared by Associa/PCM. For presentation and discussion purposes, the Treasurer's Report is rounded to the nearest $000. Approved. UNFINISHED BUSINESS: Discretionary Election Rules - During the February 18, 2021 General Meeting, the Board approved the Discretionary Election Rules for 30-day member comment. The rules were published in the April 2021 newsletter for homeowner feedback. The HOA Office received no homeowner feedback. They are now being presented for final approval. Please see NEW RULES on page 8. Final Approval of PODS Rule: During the February 18, 2021 meeting, the Board approved the following rule recommendation from the Rules and Regulations Committee concerning PODs for 30-Day Member Comment. The rule was published in the April 2021 newsletter for homeowner feedback. The HOA office received no homeowner feedback. The rule is now being presented for final approval. Please see NEW RULES on page 8. Final Approval of California Vehicle Code - During the February 18, 2021 meeting, the Board approved the following rule recommendation from the Rules and Regulations Committee concerning the California Vehicle Code for 30-Day Member Comment. The rule was published in the April 2021 Colony News for homeowner feedback. The HOA office received no homeowner feedback. They are now presenting the rule for final approval. NEW BUSINESS: Area Walk Plantings and Tree Removals - Management performed their annual area walks with the Landscape Advisory Committee to review all front yard planters. Environmental Concepts provided quotes for the needed work in the total amount of $21,519.00. Approved. Parking Over the Line Rule for 30-Day Member Comment - The Rules and Regulations Committee is proposing to add the following rule under Article 4 Vehicle and Access Rules of the Rules and Regulations.
