As this magazine is placed in your tubes, we are on the cusp of another Independence Day holiday. Beyond the fireworks, the picnics and inspiring sound of John Phillip Sousa's The Stars and Stripes Forever, we are celebrating freedom. Never in my lifetime have I been more aware of the value of freedom after experiencing the tyrannies of a pandemic disease and our trial-and-error responses to it. Never have I been more aware that freedom is not free in the wake of the civil unrest and uncivil conversations of the recent past. Hopefully we will summon the courage this Independence Day to acknowledge and renew our commitment to our ideals of freedom and to the continuous and difficult work of assuring that freedom extends to all Americans. Last month, California at long last lifted most of its pandemic restrictions. We have the restored pleasure of walking Leisure Village Way and recognizing our neighbors by their smiles rather than by which dog is walking them. We can casually enter our beautiful Clubhouse without an appointment and sit in a chair and read a book or have a spontaneous conversation. We can check out the hot tub and have a swim when the weather or whimsy moves us. We don't know fully what the "new normal" looks like, but we are hopeful that it will be very much like the "old normal." OHCC has for the first time exercised its modernized CC&R provision for the membership to approve a capital improvement expenditure. The mandate to develop our well was expressed by a wide margin. The Board of Directors is appreciative of the confidence expressed by the endorsement of its recommendation. Given the quality of our water source and the capacity of our well, the Board is briefly re-examining some opportunities for cost savings before authorizing the additional work. We will keep the members and residents advised as we move forward with the well. In the meantime, the work on the golf course is proceeding rapidly, and we continue to look forward to seeing the full results. The Board met in Executive Session on May 17 to address legal matters, third-party contracts, and delinquencies and: • Approved the minutes of Board meetings held in Executive Session on April 12 and April 22 • Took action on a continuing dispute over irrigation water allocation • Approved a change order for oversight of the golf course renovation by Van Dyke Landscape Architects for an amount not to exceed $35,000 • Waived the three-bid requirement and approved proposals from Baker Electric for design and engineering support and construction of electrical service from the Clubhouse to the city water booster pumps for an amount not to exceed $55,412 • Waived the three-bid requirement and approved a proposal from Baker Electric for design and engineering support to provide electrical service to the well for an amount not to exceed $21,600 • Approved the removal of 260 feet of transite pipe currently supplying the golf course water by Watkins Environmental for an amount not to exceed $10,000 • Reviewed proposals to evaluate our current irrigation management system • Approved modifying the Building Resource Management Service proposal to provide janitorial services for a revised cost of $8,193 per month • Reviewed proposals for modification and evaluation of our procurement system • Reviewed proposals for repair of a retaining wall • Approved a proposal from Pacific Western Painting to repaint common area walls and buildings at an amount not to exceed $111,485.62 • Reviewed the status of Village Management Agreements • Approved a proposal from California Election Company to act as inspector of elections and manage the 2021 Annual Election at an amount not to exceed $12,000 • Approved the printing of an updated resident directory by Copy/ Max at an amount not to exceed $7,000. The Board held a Special Meeting on May 28 and approved the design of Holes 12 through 17. The Board also held a Special Meeting on June 10 for the sole purpose of overseeing the counting of the special election ballots. The final results were 1,042 in favor, 184 opposed and 10 invalid ballots for a total of 1,236 votes cast. The Board met in executive session on June 14 to address legal matters, third-party contracts, and delinquencies and: • Discussed counsel's correspondence on garage modifications, notice of potential claims for insurance purposes and options for filling a Director vacancy. • Discussed legal issues with respect to the golf course renovation • Took action on a continuing dispute over irrigation water allocation • Accepted a proposal from Golf Irrigation Consultants to field calibrate the Lynx Irrigation Management System and update the system maps at an amount not to exceed $68,000 • Accepted a proposal with modifications from Strategic Community Solutions, LLC to review our procurement procedures at an amount not to exceed $8,000 • Further discussed the repair of a retaining wall • Accepted a proposal from Atlas Tree Services to conduct the annual tree survey and update the tree map for an amount not to exceed $15,680 (the same as last year) • Accepted a proposal with modifications from Baker Electric to alter the design of the electrical service from the Clubhouse to the booster pumps to include ARC flash testing for an amount not to exceed $8,641 • Agreed to seek information from the Woodchucks Club regarding cosmetic modifications to the guardhouse • Discussed alternatives for developing the well that have the possibility of saving significant capital investment • Discussed a delinquency Thank you for your interest in the affairs of your Association!
