Directors Present: President Walt Bowman, Vice President Joanne Deacon, Secretary, Amy Horlock, Treasurer Glenn Sailer, Director Tom Brackin, Director Del Mitchum and Director Mary Ann Plummer Absent: None Others Present: General Manager Jim Morgan, Office Mgr/ Admin. Asst Kimberly Evans MEMBER COMMENTS: None PRESIDENT'S REPORT: Clubhouse Reopening – The Clubhouse officially opened its doors to all residents on June 17 to end the 14-month Coronavirus pandemic shutdown. Association eBlast – President Bowman encouraged residents to sign up for the Association's eBlasts in order to receive important community updates. Please go to The Colony website at www.thecolonyatcaloakshoa.com, click on "Virtual Resources," select "eBlast" and "Sign-Up Here." Golf Course Update – A Mediation Hearing is scheduled for June 22, via Zoom, between Majestic Asset Management and The Colony at California Oaks HOA. There will be no Board meetings in the month of July 2021. Scheduling of Orientations for New Homeowners Management will be scheduling six New Homeowner Orientations over the next few months. Meet the Candidates Forum – This event will take place in the Auditorium at 6 pm on Tuesday, Aug. 17. There are seven candidates running for three positions: Tom Brackin, Bruce Dalfonso, Joanne Deacon, Bonnie Graham, Wendell Jackson, Jim Nash and Pam Vliss. President Bowman introduced those Board candidates in attendance. Ballots will be mailed on Aug. 13, one per lot, and no cumulative voting is allowed. BOARD LIAISON REPORTS Director Mitchum – Communications Committee: Welcomed two new members, Lennie Martin and Janet Houde. The committee is still looking for additional volunteers. Obtained approval for equipment upgrades, in the process of finalizing Colony Survey, working on website improvement, and the Colony History Project is progressing nicely. Rules and Regulations Committee: Management presenting four rule recommendations for 30-day member comment under New Business today. Director Brackin – Library Committee: Still looking for volunteers - one to drop off books to the local Murrieta Friends of the Library. Contact Shirley Leidenfrost if you are interested. Treasurer Sailer – Finance Advisory Committee: Will be reviewing the audit for FYE April 30, 2021. Audit will be mailed in August. Violations Committee: Parking violations increased from 26 in April to 65 in May. Stop sign violations decreased from 25 in April to 4 in May. Landscape Advisory Committee: In the absence of Mr. Sailer, Vice President Deacon attended the committee meeting. She informed the membership there may be a water shortage this summer which could affect the Association's water budget with increased water usage so plants will not be stressed. A few residents expressed concern last summer with Environmental Concepts Landscape Maintenance employees sitting under the trees and not working. Cal OSHA has a state- mandated order that ECLM must follow. If the temperature hits a certain degree, employees are required to take a water break, and in extreme heat, be sent home. She asked residents to be understanding of this requirement. Secretary Horlock – Architectural Control Committee: Continues to prepare guidelines for stamped and colored concrete. A book of examples will be available once the guidelines are complete. Social Committee: Thanked the committee for assisting with distribution of drinks and food during the meeting. The Eagles Tribute Band will perform this evening. Karaoke is on Friday night and there is a dance on Saturday, part of the Summer Nights Series. Residents are encouraged to come and enjoy the festivities. Director Plummer – Access Control & Safety Committee: Encouraged residents to make a complete stop at signs for safety purposes. Residents interested in joining this committee or the Emergency Preparedness Committee can obtain an application from receptionist Cindy Irving. President Bowman – Committee Volunteers: A presentation was shown outlining the committees, past members, resignations and new members. Communications Committee needs three volunteers, Landscape Advisory Committee needs two and Neighborhood Information Committee needs six volunteers.
