Directors Present: President Walt Bowman, Vice President Joanne Deacon, Secretary Amy Horlock, Treasurer Glenn Sailer, Director Tom Brackin, Director Del Mitchum and Director Mary Ann Plummer Absent: None Others Present: General Manager Jim Morgan, Office Mgr/ Adm. Asst Kimberly Evans MEMBER COMMENTS: Homeowner expressed concern with almost being struck by a car upon walking up to the Clubhouse entrance. Would like Board to consider installing speed bumps near the entrance for pedestrian safety. INTRODUCTION OF 2021 BOARD CANDIDATES: President Bowman introduced the Board Candidates in attendance: Tom Brackin, Joanne Deacon, Bruce Dalfonso, Bonnie Graham, Wendell Jackson, Jim Nash (Unable to attend), Pam Vliss. SPECIAL 98TH BIRTHDAY ANNOUNCEMENT: Honored Hildreth (Hildy) Barrett on her 98th Birthday and presented her with a basket of gifts. PRESIDENT'S REPORT: • Janitorial Staff Update: The Clubhouse is down 2 janitorial staff members. Board has temporarily hired three day porters to focus on cleaning only while continuing to recruit full-time maintenance employees. • Street Sweeper: A sweeper is provided by the City of Murrieta on a monthly basis. • Ballots: 2021 Board Candidate ballots have been mailed. Annual Meeting on September 16, at 1 pm, in the Auditorium. • The Golf Course: There are areas needing improvement on the golf course. Golf Course Committee is reviewing what they can do to assist with this effort. There will be a hearing on Aug. 31 for mediation with Majestic. On Sept. 22, the Receiver will report to the Judge on what improvements have been made. EXECUTIVE SESSION UPDATE: • Approved June 17, 2021, Executive Minutes • Approved Delinquent Account for Collections • Held Appeal Hearings • Discussed Various Personnel Matters BOARD LIAISON REPORTS: Director Mitchum: • Communications Committee continues to work on the history of The Colony. Board will review the Digital Survey at the October meeting. • Volunteers Needed for Communications and Rules and Regulations Committees: Interested residents may obtain an application from the Clubhouse receptionist. Director Sailer: • Finance Advisory: Reviewed final Audit Report. Several questions were raised and resolved during discussions. • Landscape Advisory Committee: The G-53 rock yard work has started renovation and diseased trees have been removed. Awaiting 2nd and 3rd bid for the pergola. Plant material ordered and a handicap ramp will be installed in that area. • Violations Committee: Addressed resident concerns that the violation letters are too harsh. Although the committee will review the letter, Mr. Sailer stated it is necessary to address what happened in the letter. • Security Report: 25 Garage doors left open. Parking violations increased from 62 to 75. Speeding violations continue to be monitored by security. Please do not run stop signs. Director Deacon: • Architectural Control Committee: She reiterated that home inspections will be viewed from the common areas, which means the street (from the front of your home) or wild/ green belts. • Social Committee: Kudos to the committee for their upcoming Oct. 30, 50s/60s Dance party. Residents encouraged to dress in attire from that era. ARCHITECTURAL APPEAL HEARING: Appeal of Vinyl Fence Denial (Kulungian, Mades & Motter) Homeowners appealing for a variance to allow them to replace their wrought iron fencing return with vinyl, as it currently violates existing Association rules.
