Ken Knapp was honored for receiving a 5-Star-Principle: Build Relationships Award from Associa-PCM, for his hard work and dedication in maintaining the Clubhouse during COVID, covering employee lunch hours due to staffing shortages and preparing major contracts for Board approval. BOARD LIAISON REPORTS Landscape Advisory Committee – Chair Jane Payne reported The Colony has cut water usage in half, reducing usage by over 68M gallons by changing irrigation systems and reducing turf in common areas. Director Mitchum: Access Control & Safety Committee Reviewing options to prevent homeowners from speeding past the Clubhouse Main Entrance doors. Emergency Preparedness Committee – Needs a high power repeater to broadcast the signal out. Management is researching product and pricing for them. Director Sailer: Violations Committee – Parking violations decreased, but trash can violations have increased. First violation is a warning, second violation is a $25.00 fine. Speeding violations have decreased. Stop sign violations were up to 63 in August and down to 14 in September. Director Deacon: Strategic Long Range Planning-- Future Projects • Interior and exterior security cameras • Electronic filing system • Standardizing Committee Charters, training and a plan to attract more people to join committees. • Technology advancement. Current Projects • Exterior Clubhouse repair and paint – Primco will start project November. This will include fitness stations in walking courses and pilasters. • Request for Proposal for Stage Lighting and Parking Lot Lighting out for bid. Blackout shades are included. • Repair and resurfacing of tennis and paddle/pickleball courts complete. • Pool/barbecue area patio cover – Obtaining bids. • Electrical pedestals – Ten need to be replaced, others will be painted. • Three slopes requiring completion. Should be complete by mid-November • Boulder corner – awaiting additional cement proposal. • Security cameras – Completed specifications. Director Dalfonso: Communications Committee - Preparing digital census to determine how people communicate. Preparing survey for a new website and needs of the community, and marketing community to draw new homeowners. Improving technology. Currently purchasing new monitors and portable camera. VEHICLE BREAK-INS: On the night of Oct. 13 and early morning of Oct. 14, a few vehicles in the community were broken into and one car was stolen. Shortly thereafter, the vehicle was retrieved and the perpetrator caught. Residents are reminded that if you see anything suspicious, please call 911 and the Community Patrol at (951) 677-0238. Although the Colony is a gated community, it is not secure. Nordic Security personnel do not have weapons, nor are they allowed to confront anyone committing a crime. They will only contact the Police Department. Please take the following safety measures: 1) Exterior Lighting. Please ensure all of your exterior lighting is turned on at night. 2) Lock-Up – Always lock all doors and windows. 3) Vehicle Theft – Keep vehicles locked at all times and do not leave valuables in your car. Residents are encouraged to park vehicles in the garage and keep garage doors closed. APPEAL HEARING: Appeal of Architectural Denial for Vinyl Fencing (Tucker & Truesdel) - Brian Tucker appeared on behalf of himself and his neighbor, Elizabeth Truesdel, to appeal denial of installation of their shared vinyl fence. He has not lived in an HOA before and installed the fence without filing an Architectural Application. He did not realize there was a fence height maximum and that his vinyl fence exceeded that limit. ACC Chairperson Brosky reported that several homes on his street have higher fences approved between 2014-2016. The committee had to deny the application based on current architectural standards. Approved appeal. APN #947-721-043, Notice of Sale – Tabled discussion for further research. APN #947-630-031, Notice of Default - Approved filing a Notice of Default (foreclosure) due to delinquent assessments and fees totaling $4,367.42. A Pre-Lien and Lien have already been filed against the property. Updated Financial Disclosure Letter dated October 7, 2021 - Treasurer Nash clarified the Updated Financial Disclosure Letter dated October 7, 2021. The Financial Advisory Committee found a discrepancy in the budget mailing regarding the reserves after the mailing earlier this year. They prepared an updated Financial Disclosure Letter in the spirit of transparency and full disclosure. Mr. Nash explained the oversight. The budget year begins May 1. The Board hires a consulting firm in November of the prior year. The consultant makes a projection on how much money will be in the reserve fund at that time. Historically, the projected number and actuals are never the same. There are no missing funds – it was an oversight. The money in reserve funds is safe and secure. However, they initially thought the reserves were 73% funded, but it is at 63%, which is still acceptable. Resignation of Mike Nunez, Access Control & Safety Committee – Approved.
