COMMITTEE NEWS | THE COLONY NEWS | JANUARY 2022 | 15 ACCESS CONTROL By Bruce Hartwig, 696-5115 This is an advisory committee to The Colony Homeowners Association Board of Directors and the General Manager relating to all issues of community access and safety of residents and visitors. In the event of a major disaster, we work hand-in- hand with the Emergency Preparedness Committee to assist in maintaining the integrity and safety of all Colony residents. Our function is to evaluate access control and general safety of The Colony and the effectiveness of Community Patrol. The Access Control Committee receives monthly reports and statistics from Community Patrol ("Nordic Security"). These reports include traffic enforcement, emergency responses and incident reports. The monthly report from Community Patrol indicates the following activity and violations that Nordic Security responded to and/or assisted in keeping with the safety and welfare for the Association: Security Statistics There were a total of 20,166 gate entries recorded, consisting of guests, recreational vehicles, vendors and golfers. Nordic Security performed eight property/residence checks and issued 15 citations for stop sign violations. There were 21 medical, fire and police incidents. Nordic cited 21 residents for various parking violations, guest pass violations and vendor violations. Fourteen residents were cited for putting trash cans out too early and/or not putting them away in time. Nineteen garage doors were found to be open, and Nordic made calls to each resident to advise them to close their garage doors. Nordic responded to 33 miscellaneous incidents related to welfare checks, trespassers, vehicle accidents, tailgating, suspicious persons, broken gates, deceased residents, mailbox break- ins, gate strikes, vehicle break-ins, stolen vehicles, improper signage, and disorderly conduct. What is the definition of "Failure to Stop" at a stop sign in California? In any given year in The Colony, the Violations Committee reviews, on average, 180 failures to stop at a stop sign. As we all know, not making a complete stop at a stop sign can be dangerous for walkers, bicyclists and other drivers on the road. It is important to note that the Association's Rules & Regulations, Section 4.1.15, states, "The applicable rules of the road, as defined in the California Vehicle Code, shall be observed at all times." The California Vehicle Code, VC 22450, states that drivers must come to a complete stop at stop signs. A complete stop is when a vehicle is at a speed of zero. The vehicle is not moving forward. Rolling stops, or so-called "California stops," are not permissible under California Vehicle Code 22450. The current fine schedule at The Colony for not coming to a complete stop is $50 for the first offense. Although this may seem extreme to some, the fine for this type of violation outside The Colony is over $200, plus court costs and assessments.
