I've been incredibly fortunate to work with and for a number of exceptional leaders throughout my career. She has been a consummate professional and I will miss her patience and sound leadership. I wish her and her family happiness in the next chapter of her life and career, wherever it may take her. Following the Committee presentation, the Board • Accepted the reserve analysis of Advanced Reserve Solutions, Inc. for the 2022-2023 Fiscal Year • Adopted the budget for the 2022-2023 Fiscal Year as recommended by the Committee, including a monthly assessment of $434 • Approved contributing $25,000 per month to the Capital Improvement Fund during the next Fiscal Year • Approved a one-time contribution of $100,000 to the Capital Improvement Fund from retained earnings at the beginning of the Fiscal Year • Approved the transfer of the costs of management of the village associations to the village budget over a period of four years beginning in April, 2023 • Approved investigating the installation of 31 submeters to accurately determine the amount of irrigation water used by each village. The new budget addresses a large increase in inflation, a shift in the labor market and bolstering reserves as well as other matters. It continues to assure that our facilities and grounds remain beautiful and that our financial position remains secure. The Board and the Committee emphasized that there is no expectation that a special assessment would ever be required barring a major natural catastrophe. We remain in a very, very good place! The Board met again in executive session on Feb. 7 to discuss legal matters. Thank you for your interest in the affairs of your Association! Golf Course Renovation Report The Front 9 renovation is complete as you know. We are irrigating it with the water from the booster pump, located by the spa near the club house. The new irrigation is working very well. We have plenty of water, and water pressure, which is something we have never had prior to the renovation. The Front 9 grass is growing very well. O'Connell Landscape Maintenance has fertilized it a couple of times and are preparing to fertilize it again the week of February 14th. OCLM will push the grass more in the warmer weather, in a few weeks, to speed up the growth. OCLM will roll these new greens when there is a little more root growth, to make the new greens smoother. The Back 9 irrigation is essentially complete. All the mainlines, the laterals, and now the heads are all installed. We are currently irrigating both the Front 9 and the Back 9 with the booster pump. We previously mentioned that we will soon camouflage the booster pump with an appropriate vinyl fence and then soften that look with trees and bushes similar to the landscaping already in the area. The Landscape Committee has submitted a plan to accomplish that, which has already been approved by the Master Board. VDLA has received and reviewed the final plans for the lake. Those plans will soon be approved by the Board. Candyl Golf will then be able to obtain an excavating permit from the city of Oceanside. They will start digging the lake as soon as the permit is obtained. We have received good reviews of the renovation video on the OHCC website.
