10 | THE COLONY NEWS | MARCH 2022 | HOA NEWS Honoring Dr. Martin Luther King Jr.: President Bowman honored Dr. Martin Luther King Jr. and shared a memorable quote, "Everybody can be great because anybody can serve. You don't have to have a college degree to serve. You don't have to make your subject and verb agree to serve. You only need a heart full of grace. A soul generated by love." Honoring Sylvia McIndoo: President Bowman honored Mrs. McIndoo for her many years of service. She will be moving soon and thanked the membership for all the wonderful memories. She was presented with a Certificate of Appreciation. Pre-Purchase of 1,000 Rounds of Golf for 3 Months: President Bowman informed the membership that the golf course does not have sufficient funds to continue operations, which may require them to close by month-end. Closing the course would lead to further deterioration, impacting Colony homes. Closure could also negatively impact our ability to obtain the course if the owners vote in favor of that option. Therefore, the Board pre-purchased 1,000 rounds of golf at $20.00 per round, for the next 3 months (January, February and March) to give the Receiver sufficient funds to continue operating the course. Thank You to the Social Committee: President Bowman thanked the Social Committee for the Christmas Ball, New Year's Eve and Trim-A-Tree events. Architectural Appeal Hearing: Two neighbors appealed the ACC's ruling denying their request to change the wrought iron fence return to vinyl, as they are installing a new fence. They denied the request because the governing documents do not allow them to approve this type of request. The Board authorized a variance, allowing the homeowners to change the wrought iron fence return to vinyl and requested the Rules and Regulations Committee look into amending this rule. Approval of Liens: Approved filing a lien against Accounts #00204-9344 and #00239-7245 due to delinquent assessments in excess of $1,800 and/or 12 months delinquent. Formation of the Pickleball Club: Approved. Resignation of Margaret Norville from the Rules and Regulations Committee: Accepted the resignation and thanked her for her service and dedication. Proposed Giveaway Rule: Several months ago, a "Giveaway Rule" was proposed for 30-Day member comment. Many residents expressed opposition. Therefore, the Board ruled to remove the rule from consideration at this time. Misc. Architectural Guidelines, 30-Day Member Comment: The Architectural Control Committee amended the proposed guidelines originally presented in October 2021. Approved the rules to go out again for 30-Day Member Comment. See Rules and Regulations pages 16-17 for the proposed revisions. RV Parking Rule: Management recommended the Board consider creating a rule to address large RVs parking on Colony Drive and side streets, which can create a potential hazard to residents driving their vehicles and cause a blind spot. Directed the Rules and Regulations Committee to create a rule for Board consideration. Article 8 Fines and Penalties: The Rules and Regulations Committee presented redlined changes to the existing article for Board review. Ruled to send the recommended changes to the Violations Committee for review. After the committee has reviewed recommended changes, the rule will be presented to the Board for consideration. Garage Door Accessories Rule, Final Approval: The Architectural Control Committee presented the Garage Door Accessories rule for final approval, as it has been noticed for 30-Day Member Comment. Adopted the rule and it will be incorporated into the governing documents. The details for this rule were mailed to the membership February, 2022. Exterior Decorative Accessories Rules, Final Approval: The ACC presented the Exterior Decorative Accessories rules for final approval, as they have been noticed for 30-Day Member Comment. Adopted the new rules and they will be incorporated into the governing documents. Proposed Driveways, Front Walkways and Side Walkways Rules, 30-Day Member Comment: The ACC amended the proposed Driveways, Front Walkways and Side Walkways rules originally presented in October 2021. Approved the rules to go out again for 30-Day Member Comment. See Rules and Regulations pages 16-17 for the proposed revisions. Amendments to Rules and Regulations 14.1.2 and 15.7.2, 30-Day Member Comment: The 14.1.2 and 15.7.2 must have a portion amended to correspond with the proposed Driveways, Front Walkways and Side Walkways. Approved the rule amendments for 30- Day Member Comment. See Rules and Regulations pages 16-17 for the proposed revisions. BOARD OF DIRECTORS MEETING HIGHLIGHTS: Jan. 20, 2022
