8 | THE COLONY NEWS | APRIL 2022 | HOA NEWS BOARD OF DIRECTORS MEETING HIGHLIGHTS: Feb. 17, 2022 Updated Mask Policy: Effective Feb. 16, 2022, the state updated their mask policy allowing vaccinated people to remove their mask in most common areas. Unvaccinated persons are required to mask in all indoor public settings. Fully vaccinated individuals are recommended to continue indoor masking when the risk may be high. Pre-Purchase of 1,000 Rounds of Golf for Three Months: President Bowman reminded the membership that the Board approved the purchase of 1,000 rounds of golf for the months of January, February and March 2022 at $20K per month. The months of January and February have been paid. Only if needed, the Association will purchase rounds in March. Without this assistance, the golf course Receivership was prepared to foreclose because they did not have enough money to operate. Currently, the Association has 2,000 rounds of golf. No residents or Board members will be allowed to use the rounds. The golf round vouchers will be distributed to First Responders, Police, Fire, Military, Jr. Golf Members and other like organizations. Golf Course Jackson Perimeter Fence: A tree fell over on the golf course white perimeter fence on Jackson Avenue due to strong winds. The Receiver is in the process of obtaining bids to repair the fence. Nutmeg Gate Lighting: It was recommended by a homeowner to add more lighting to the Nutmeg Gate entrance since the area is too dark and it is difficult to see the center median. Management is currently working on installing lighting to better illuminate the area. CapSure System: Management has been experiencing ongoing issues with the CapSure access control system. Therefore, the Board will consider replacing the system with the Nordic System. Approval of the 2022-23 Reserve Study: The Board approved the 2022- 23 Reserve Study. This was calculated with a 4% increase. Reserve funds are those that homeowners associations set aside for future financial obligations such as major repairs, replacements and maintenance. Approval of the 2022-23 Fiscal Budget: The Board approved the 2022-23 Fiscal Budget. Monthly assessments will increase from $255.00 per month to $270.00 per month effective May 1, 2022. Golf Course Ballot, Cover Letter and Exhibits: Management presented the golf course ballot, cover letter and accompanying exhibits to conduct a vote of the members for purposes of determining whether the Membership wishes to take the steps necessary, including amending the Association's governing documents, for The Colony at California Oaks Homeowners Association to acquire, operate and maintain the golf course in the event this opportunity becomes available to the Association. The membership vote shall be based upon the following: • Acquire the California Oaks Golf Club property and facilities for up to $1.5 million; • Impose a special assessment of $1,995 per lot to fund the acquisition, management, operation, restoration and maintenance of the property and facilities; and • Amend the governing documents and take the other actions necessary to acquire, manage, operate, restore and maintain the property and facilities. The date established to start the voting process is April 2, 2022. The ballots will be tabulated offsite by The Inspectors of Election on May 5, 2022. The Board approved the golf course ballot, cover letter and exhibits as presented. G-53 Shade Structure: With rising material costs, it became necessary for Management to present a contingency for the shade structure that will be installed on Colony Drive and Avenida Florita (G-53). The Board approved a shade structure contingency of $7,000.00. Sport Courts Rules, 30-Day Member Comment: The Rules and Regulations Committee reviewed and approved the proposed Sport Courts Rules for Board review. The Board approved the proposed rules for 30-Day Member Comment. See Recommended Rule Revisions, p. 11 Amendment to 5.5 Signs, Flags, Posters, Banners, Holiday Décorations, 30-Day Member Comment: The Rules and Regulations Committee presented the redlined changes to the existing Article 5, Section 5.5 Signs, Flags, Posters, Banners and Holiday Decorations for Board review and consideration. After discussion, the Board ruled to send the rule changes back to the committee to address the placement of electrical cords in the front yards. Article 8 – Fines and Penalties, 30- Day Member Comment: The Violations Committee reviewed and approved the proposed Article 8 – Fines and Penalties redlined changes for Board consideration. The Board approved the proposed rule changes for 30-Day Member Comment. See Recommended Rule Revisions, p. 12- 13.
