She will be representing SLCC interests at Banning City Council meetings, Chamber of Commerce, and other community events. The Board approved the conversion of the two North Tennis Courts to an upscale eight pickleball court complex. We anticipate the completion sometime this fall. String lighting has been approved and installed on the Veranda. Come and enjoy the enhanced lighting and ambiance on the Veranda this summer. With the assistance of the Contract Review Committee, the Board will be reviewing all major contracts. We want to make sure we are getting "the best bang for our buck." The primary budget objective and number one budget directive is to keep the assessments as low as possible. We want to avoid excessive HOA increases. The state water restrictions have significantly impacted our community. The primary concern is that we must cease all operations of decorative water features. The waterfalls at gates 1 and 2 as well as the water feature on the Veranda have been turned off. The Board and our Common Area Committee are considering some design options for those areas including lighting and new landscaping. The regulation prohibits the irrigation of non-functional turf with potable water on property the HOA owns. The regulation does not ban the irrigation of turf used for recreation or community events. Therefore, our golf courses are not subject to this regulation. The Master Board reviewed our turf common areas to determine functional vs. non- functional. The Banning Water Department accepted our findings which identified all median areas from the front gate to the Main Clubhouse as being functional. These areas were determined to be used for community events since we regularly place flags there and decorate trees at Christmas time. A map designating functional and non-functional common areas can be found on the web page. The drought is hurting us all; however, we must comply with the recent state-mandated water restrictions. Another challenge we face in addition to the water mandates is the homeless problem in the city of Banning. Recently, the city of Banning tore down the large homeless encampment between 8th Street and Hargrave. Opportunity Village has opened nearby which offers supervised housing for up to 40 unhoused persons. With the displacement of the large homeless encampments, some of them are trying to set up tents close to the North Side of Sun Lakes. In an effort to be proactive, we have already referred this matter to the Community Awareness Steering Committee to investigate and make recommendations. With the assistance of the Banning Police Department (BPD), we will be cleaning up that area behind holes 2 and 3 on the North Side. Yvette Vaca, a new homeless liaison officer, has been assigned to our area. She indicated that the homeless will no longer just be cited if they trespass or break the law; they will now be arrested. The Community Awareness Program has been doing an outstanding job and is becoming more popular with our residents. Some of the previous speakers included: Cynthia Mendez, DPSS dangers of frauds and scams; Doug Tani, Waste Management; Art Vela, Banning Public Service Director; Cal Fire, Chief Todd Hopkins and Lupe Valdez, Union Pacific RR Regional Director. On Aug. 31 from 1 to 3 pm in the Main Clubhouse Ballroom, the primary speaker will be Dr. Karan Singh/Chief Medical Officer at San Gorgonio Memorial Hospital. Other speakers will be BPD Chief Matt Hamner and Mike Romero, Director of Securitas. The Board wants to thank and acknowledge all of our community leaders, our Delegates, our committee members, program developers, our new Community Ambassador and all of our community advocates. You'll find information about the rules regarding the recreation facilities, clubs, golf courses, architectural standards, required approvals, and much more in great detail. It's an excellent resource when you have any questions about the community and procedures. This is not the same as the CC&Rs which stands for Covenants, Conditions, Restrictions and Reservation of Easements. PROPOSED RULES & REGULATIONS Currently the Rules and Regulations is in the middle of an update. To see what the changes are, you can pick up a copy at the Main Clubhouse Reception Desk, the Administration Office, or you can check it out on the website. The draft is located under Community Info, Current Projects, Rules and Regulations Changes. Proposed rule changes have been made available to members for a 60-day review. Any questions regarding the updates need to be submitted to the Administration Office before Oct. 14. The rule changes will appear on the Oct. 26 Open Session agenda for approval.
