26 FOUR SEASONS BREEZE | SEPTEMBER 2022 By Jagger Hi all! It's been a bit boring for the past few weeks, but Mom and Dad say it's been too hot for us to be running around in the heat. I must agree with them. I wear out real fast, and so does Kona, so it's probably best I listen to them and relax until the weather cools down a bit. But some Corral members are showing up for early morning play time, usually on Saturday and Sunday. (I tell them early morning would be fun, but they are hard to wake up and get out of the house that early.) In the meantime, I can still encourage all my four-footed friends to get their people to enroll them in the Canine Corral. Membership assures my people (and myself ) that we are all healthy, insured and up-to-date on our vaccinations. Initial enrollment is only $40 for the first year and $30 a year afterwards. The Canine Corral is self-funding, and these fees cover the cost and maintenance of the entry fob system and assure us all that the area will remain in good shape for years to come. When the weather gets better, like in November, we are planning a "Yappy Hour!" But I think this may just be for our people, as it will be in The Lodge and they have "rules" about us four-footed kids being there. But I guess they are allowed to gather and have their own fun too. I love the way the kitchen smells when my people are cooking. Especially when they bake cookies and brownies! Oh, that smell is heavenly and I SO want a bite. But my people know that chocolate is not good for us so they make these special Liver Brownies for Kona and me. I know many humans are not fond of liver, but my friends and I love it, so here is the recipe. Liver Brownies 1 lb. Liver (Pork, Beef or Chicken) 1 Cup Flour (White or Whole Wheat) 1⁄2 Cup Cornmeal 1 1⁄2 Tsp. Salt 7 Tsp. (or more) Garlic Powder Mix all ingredients in a food processor until well blended. Pour into an 8" x 8" square pan that has been lined with foil and lightly oiled, for ease of removal. Bake at 350° for 20 minutes or until the pink is gone. Cut into small squares – it will have the consistency of firm hot dogs to a dense brownie-like texture. These can be frozen for later use. Based on the information available, it is evident that the Conservancy will not be completed or transferred to the HOA in the foreseeable future. K. Hovnanian Homes construction equipment and personnel departed three years ago; costs to complete (especially in the Potrero Parcel) cannot be recovered through house sales; and the status quo is a relatively minor expense in comparison. The original building plan was to be complete in 20 years (June 2024). Permits and cost estimates are likely to have changed during the last 18 years and would have to be resubmitted for approval. When the 10-year limit on builder control of the HOA was reached in 2016, the transfer of the Conservancy to the HOA required actual HOA approval. The maintenance terms and costs were unacceptable, making forced transfer impossible. At that time, the builder told the HOA 25 percent was transferred in 2014. A recent review by our lawyers discovered that although this transfer was initiated, it was never completed because the maintenance agreement was not included. The bottom line is the HOA owns no part of the Conservancy. Going forward, a proposal was made to the Board to make the ad hoc committee a full committee. It will expand to three members initially. The committee will continue to conduct monthly inspections and maintain records of any changes or problems. Quarterly inspections, which would be required if the Long Term Management Plan were in effect, will also be made. Any action that is needed such as fire prevention or erosion repair will be reported to the builder. A close (underneath) inspection of the "wooden bridge" was made due to safety concerns. The bridge is constructed of steel beams firmly emplaced and secured in cement blocks. There are wooden planks and railings that need painting and the builder was informed.
