FOUR SEASONS BREEZE | OCTOBER 2022 27 The Architectural Review Committee is charged as stated in the committee charter and the Declaration of Conditions, Covenants and Restrictions (CC&Rs) "to ensure that improvements adhere to guidelines established" and to "preserve and improve the appearance of the community in design." The objective procedure is listed as: • To review architectural plans as necessary. • To maintain review from an aesthetic standpoint and adherence to established guidelines. • Committee members will provide sufficient information as to the reason a plan has been denied and clearly state what is required for the plan to be approved. • To attend Board meetings and to provide information for the Association's Breeze magazine, as required, for reporting Committee. ARC is also charged with complying with all legal documents and Civil Code requirements. The Committee utilizes the Four Seasons HOA Architectural Guidelines and Standards, a copy of which is available on the website www.fourseasonsbeaumont.org. A copy may also be obtained at the management office during office hours. The Committee also applies federal, state and county laws that are applicable to our community. ARC's purpose is to review proposed additions and/or changes to the exterior of homes and landscapes. If an application includes an addition or modification that cannot be approved, ARC tries to identify an alternative that will meet the needs/desires of the home owner while complying with the guidelines and applicable laws. For this reason, ARC encourages homeowners to attend the ARC meeting when their application will be reviewed. ARC's goal is to either approve or find a work around that will allow every application to be approved. (Some of the work around solutions include, building wood decks and patios on slopes rather than cutting into a hill side and utilizing battery backups when generators could not meet guidelines and city codes.) ARC does not enforce violations of these guidelines or any other violation of our community or other entities. On occasion at the direction of the management company or the Board of Directors, a home owner may submit an application for work that has already been completed. In these rare instances ARC reviews the application applying the same criteria as if the work had commenced. Each application is reviewed and evaluated by ARC based on the individual merits of the proposed work on a case-by-case basis and is considered in light of specific implications of location and impact on surroundings. While no individual ARC member can grant approval, nor can any approval be given without an application and review in an open ARC meeting, homeowners are encouraged to attend an ARC meeting to discuss desired improvements and changes. ARC will also work with homeowners to help them find alternate solutions if an application cannot be approved. ARC meets the first and third Wednesdays in the RCN Conference Room at 8:30 am.
