FOUR SEASONS BREEZE | OCTOBER 2022 5 Message From The Board By Jerry Monahan, Board President Here we are in October and our Budget Sub-Committee of the Finance Committee is busy working on our budget for 2023. Our Finance Committee, along with Board of Directors Chief Financial Officer Barry Ginnetti, Vice President Kathy Craven, and I, will review expenses submitted by our committees, our reserve requirements, contract costs, and regular expenses, such as electricity, gas, water, and expected maintenance. Once a draft budget is complete, several meetings of the entire Board and the Finance Committee will review the budget, often line by line, until an agreement on the final budget is accomplished. Many of our residents have asked Board members and Finance Committee members what the HOA fees will be for 2023. These fees will be determined after the budget is finalized, and any new HOA fees will be effective Jan. 1, 2023. We all know the cost of living has gone up as high as 9.2 percent in the Inland Empire. We have our work cut out for us to produce what would be a reasonable budget in a time that inflation has been so high for a long period of time. We continue to work with Park West Landscaping in order to reduce our water use by 25 percent to 30 percent. Trees, plants, and shrubs in most cases are doing fine at the current level of water restrictions, and thanks to an agreement with the Beaumont-Cherry Valley Water District's Board of Directors, the turf still looks healthy. As mentioned by Board Vice President Kathy Craven in her last month's message, we are working with the San Gorgonio Pass Water District who will assist us in getting grants that will help us remove any turf. Several renderings of a couple of pocket parks have been completed by Park West, and, just recently, we received the bids on the cost of these renderings. No decisions or locations have been made as of this writing on the locations of any turf removal. It is our hope that we will be eligible for a grant which, I am told, could result in the HOA receiving matching funds for any turf removal that results in a reduction of water usage. The Board of Directors meets the second Thursday of each month at 1 pm in the Ballroom. We also have a Meet the Board session, usually in the RCN Main Room, on the third Wednesday of each month. This meeting enables the three Board members present to discuss issues with our residents who attend in a more informal setting and without the time limitation of a regular Board meeting.
