FOUR SEASONS BREEZE | NOVEMBER 2022 5 Message From The Board By Jerry Monahan, Board President As we start the month of November, our Budget Committee of our Finance Committee has been finalizing the 2023 budget for Four Seasons. This has been an extensive process with the committee reviewing anticipated expenses to operate our community. Our contracts for service, insurance on our facilities, landscaping needs, utilities, and general maintenance have been reviewed. Many of the areas we looked at are beyond our control much like the costs that have increased in our individual budgets at our homes. These price increases are approximate and only listed to show what products have increased this past year for us, including: • Coffee +14%, gas +44%, bacon +18%, milk +15%, bread +14%, cereal +12%, eggs +10%, soup +13%. • Larger items, such as used cars +23%, hotels 23%, airline tickets + 33%, and tires +16%. The Consumer Price Index has gone from 9.4% to 8.6% depending on which month you look at. Our natural gas, electric, and water bills are costing our HOA more than was budgeted for 2022 for our facilities. The results of the budget review and its finalization will go to the Board of Directors session for approval on Nov. 10 at 1 pm in the Ballroom. This final budget will lead to the HOA fees charged to all our homeowners beginning Jan. 1, 2023. Currently we are in the process of litigation with K. Hovnanian on construction defects that have been identified. Some of those defects include cracks in many of our roads, cracks on the exterior of some of our facilities, trees planted resulting in root intrusion into private property, and damage to patio slabs and walls, just to mention a few. Our construction-defect attorneys have had experts inspect those areas and have completed reports on their findings. The investigator as well as the builder's defense attorneys and experts have used drones to view the area. The information gathered has been exchanged during a discovery process between our attorneys and their legal team. At this time we are not able to repair roadways unless emergency repairs need to be made for safety, etc. Any trees removed for root intrusions into private property, lifting walkways/sidewalks, and those emergency repairs made to the affected property have been added to the construction defect litigation. The litigation is ongoing and at this time no hearing has been scheduled. We will update our residents as the legal process progresses toward a solution. The case has been accepted by our attorneys on contingency so it will not cost our HOA anything if for some reason we do not prevail. The Board of Directors meets on the second Thursday of each month at 1 pm in the Ballroom. We also have an informal meeting at the RCN building on the third Wednesday of each month where residents can discuss topics and ask questions of the Board members in attendance. This informal session allows the Board members to respond and participate in a question and answer period the more formal sessions do not permit.
