4 | OHCC LIVING | DECEMBER 2022 | Continued from page 3 Golf Course Renovation Report Conditions on the course have continued to improve since we opened the course for play. The fairways are continuing to grow out and all the old brown spots that we used to have are now disappearing. The rainfall we had in early November was well over 1.1 inches on the golf course, which is a very good rainfall for our course. As you know, we had to close the course for two days, but it was well worth it. Many of the bare spots on the greens have been seeded and are starting to grow out. John will continue to add sod when he can get good-quality sod. The problem has been that much of the sod is too light and thin and therefore not acceptable. Some bare spots on the fairways have been planted and mulch has been applied over them. These spots will probably not grow out until the spring. It's also true that the tees and greens on the front nine need one more spring growing season before they are the same quality as the back nine. We have resolved most of the disputes about the lake design with Candyl Golf. They expect to have all of the reports required by the City of Oceanside, based on that design, to us in about two weeks. Candyl can then request a permit to excavate the lake. After the application has been received by the city, we can provide an estimate on the completion of the lake. Completion of the lake is of the highest priority because it is the way we can finally use our well water and substantially reduce our water bill. We now have a proposal to run a water line out to the restroom near the 15th tee. The water source has been decided and we will evaluate the proposal at the November Board meeting. We lost the water line to that bathroom during the excavation of the irrigation lines on the back nine. We realize this has been a real inconvenience to not have a restroom that far out on the golf course. We will have that resolved soon. I am sure that will make a lot of golfers happy. Specifically, I know it will make Greg Coffey happy and I will have fewer emails and comments as a result. Hurry up and connect that water line! On Nov. 9, Golf Committee members and our Project Manager reviewed the punch list for our contractor, primarily things that need to be resolved by Candyl Golf. During the review of all 18 holes, it was noted that we have several very large trees encroaching upon our greens and serve no real useful purpose. At some point, many of these trees are going to have to be removed. All the contractors who bid this renovation project stated the same thing: "You can either have a golf course or you can have an Arboretum, but you can't have both." I think you may remember that the back nine of our golf course was a park at one time. As a result of that, many of these trees were planted without regard to a golf course being placed in that area. Removal of those trees will not be part of the renovation project, but will be an ongoing maintenance issue for us to address as we go forward. These trees cause damage to the golf course in several ways: first, the roots encroach upon the green; second, they soak up too much of the water intended for the greens; and third, they shade the greens which retards the turf growth. We need to finish the lake and the golf course before this issue is thoroughly addressed. The high priority is to finish the renovation. I only bring it up now because it is an issue that will need to be addressed at some point. Let's continue to play and enjoy our course during the completion of the renovation. The Board met in executive session Oct. 17 to review contract, legal and disciplinary matters and to review delinquencies and took the following actions: • Approved the minutes of the executive session meeting of Sept. 12 • Approved the recommendations of the Citation Review Committee to levy four fines for failures to stop at a stop sign, one for excessive speed, one for unsafe driving and one for unauthorized parking • Reviewed the potential terms of two contract renewals • Reviewed the status of the golf course contract with Candyl Golf Group, Inc. • Reviewed delinquencies for action in open session. The Regular Monthly Meeting for October was held on Thursday the 20th and the following actions were taken: • Approved the minutes of the meeting on Sept. 15 • Approved the report of the Executive Finance Committee, expenditures in excess of $10,000 and the abbreviated financial summary for August • Approved recording a lien on account #1216041801 • Approved repairing a trial section of the Delos crib wall • Approved the purchase of a stop sign with flashing lights • Appointed Jeannine Ferrari, Judy Harris, Jeff Mowers, Mitchell Ehrlich, John Slayton and Bob Fisher to the Ad Hoc Handbook Revision Committee • Received the minutes of the construction team meetings and approved posting them to the website • Ratified the installation of temporary fencing around the lake construction area • Approved an additional shred event • Approved the recommendation of the Landscape Committee to renovate areas behind Lerkas Way • Approved the 3-year renewal of the Toro irrigation system controller maintenance agreement • Approved the proposal of Atlas Tree Service for the annual tree assessment The Board met again in executive session on Nov. 2 to discuss legal matters and on Nov. 11 to discuss contract matters.
