SOLERA DIAMOND VALLEY | FEBRUARY 2023 3 Board Report By Robert Vise, Board President This is the next installment of information of our Governing Documents. Rules & Regulations serve only as a supplement to the Association's existing Governing Documents. Information below is not all-inclusive list of rules, regulations, and responsibilities of every homeowner. I will provide keys points. All information is on the SDV website under Governing Documents Section VI: MISCELLANEOUS 6.1 Garage Sales: Garage Sales do not need to be preapproved by the HOA but a permit from the City of Hemet is required. A copy of the permit must be provided to the Management Office prior to the date of the sale. One sign, not to exceed 18" x 30", is allowed in the front yard during the sale. 6.2 Use of Golf Carts within the Association: All residential streets within the Solera Diamond Valley Community Association are City of Hemet public streets & are subject to all City laws & ordinances. Carts must not be operated on community sidewalks, pedestrian bridges, trails or on landscaped Common Areas at any time with the exception of the Association golf cart & those operated during EPAC drills. 6.3 Holiday Decorations: Appropriate decorations may be displayed outside a residence to commemorate recognized holidays. Decorations may be displayed for 14 days prior & 7 days after holidays. For the December holidays, decorations may be displayed beginning the weekend following Thanksgiving & removed by January 10. Section VII: GENERAL FACILITY OPERATING RULES 7.1 Chartered Clubs & Special Interest Groups: Lifestyle sponsored Chartered Clubs & Special Interest Groups are supported by the Solera Diamond Valley Community Association Lifestyle Department to provide an opportunity for all members to pursue common interests, hobbies, & activities. The authority to charter clubs lies with the Board of Directors unless delegated to t he Association's General Manager. Chartered Clubs: Chartered Clubs are organizations that are sponsored by the Association to foster & promote opportunities to pursue a hobby, or a recreational or cultural interest. Any group of Members who are interested in pursuing a particular hobby, vocation, or special field of interest may join together as a Club & subsequently petition for an Association Charter. Recommendations for approval of Club Charters will be submitted to the Lifestyle Director. Approval of Club Charters rests with the Board of Directors. Charters are granted based on membership need for a specific program, membership interest, & the availability of Association facilities & equipment. Special Interest Groups: Special Interest Groups are for those members whose activities do not meet the criteria for a chartered club but would still like to utilize Association facilities. A Special Interest Group approval will not be granted to groups whose purpose is similar to & /or compatible with existing clubs &/or groups, according to the group's purpose. A Group must have a minimum of 5 members. Groups are not permitted to open a bank account, collect dues, schedule fundraisers, or engage in any other financial transactions as a Group. The formation of desirable segregated activities for male & female members of the Association may be permitted as long as both genders are provided with an equal opportunity to pursue common interests. Chartered Club & Special Interest Group Rules: Guidelines & procedures for Chartered Clubs & Special Interest Groups are more specifically detailed in Chartered Club Guidelines & Procedures. 7.2 Fitness Centers/General: 7.2.1 Lockers are available on a first come, first serve basis. Locks are the responsibility of the member/guest. Clothing or personal effects should not be left unattended or unsecured. The Association assumes no responsibility for lost or stolen items. 7.2.2 Use of cell phones or electronic devices with cameras, video, or audio recording capabilities is prohibited in the locker & shower areas. 7.2.3 In the Fitness Center exercise rooms & locker/ shower areas, food &/or beverages are not permitted with the exception of water in sealed unbreakable containers. 7.2.4 Towels are not provided & are the responsibility of the Member/guest. 7.2.5 All users are expected to comply with posted rules & verbal instruction from the staff.
