FOUR SEASONS BREEZE | MARCH 2023 5 Message From The Board Currently many of our residents have received abnormally high natural gas bills from the Southern California Gas Company. I received a number of calls from our residents inquiring if this was occurring throughout our community, or if there might be something wrong with their meters. I spoke to many of our residents who told me that their bills tripled from the month before. My bill tripled as well, and I called to ask them what was going on to cause this spike in the billing. A representative told me that the rates from their suppliers went up approximately 162 percent in December of 2022 from the previous December, and they were passing these costs onto their rate payers. I was also told that the rate they are paying their suppliers is expected to go down in January and February, so our rates will stabilize by March or sometime in April. In the meantime, I have set my thermostat to 68 degrees in the daytime and turned the heat off at night. I was told by the representative not to use the fireplace unless I had to because it just burns the gas constantly and does not cycle like our heaters because of the thermostat. As of this writing, the Solar PPA contract vote is still in progress. Many of our residents have submitted their ballots to be counted by the Inspector of Elections. No matter how you vote, thank you for taking the time to review the information in preparation for voting and the submission of our ballots. Transportation update from the city of Beaumont on the Pennsylvania Grade Separation to lower Pennsylvania Avenue under the existing UPRR mainline tracks is under review. The city council authorized $2.25 million in funding as part of the current five-year plan to complete the Environmental Documentation and Final Engineering phase after a three year hiatus. Completion of environmental and engineering is anticipated in the first quarter of 2024. Preliminary cost estimates for the construction is approximately $40 million and is, at this time, unfunded. The construction duration is anticipated to be 24-30 months after funding is in place. As you can see, this project will not be in our immediate future. The heating of our outdoor pools will begin on April 15. The Board of Directors voted on approving that date at an open Board meeting late in 2022. The construction defect lawsuit is still in progress and is moving forward. Inspections of our roadways, sidewalks, facility buildings, and placement of trees have been reviewed by the HOA and KHOV lawyers. Currently, dates for depositions have been scheduled prior to the setting of trial readiness dates, etc. We will keep our residents updated as we progress into the hearing phase of the court case. The Board of Directors meet on the second Thursday of each month in an open session at 1 pm in The Lodge Ballroom. We also have an informal meeting at the RCN Building on the third Wednesday of each month where residents can discuss topics and ask questions of the Board members in attendance. These informal sessions allow the Board members to respond and participate in a question and answer period the more formal sessions do not permit.
