| OHCC LIVING | MARCH 2023 | 3 President's Message By Greg Kusiak, HOA President (2022-2023) The most welcome change at OHCC in months occurred on Feb. 9 when construction equipment, supplies and the security fence disappeared from the Clubhouse parking lot. We have reclaimed 12 of the 16 spaces that we gave up two years ago when we started the golf course renovation. Construction can be a very disruptive process. We were spared some of that during the Clubhouse remodel only because we were confined to our homes or otherwise prohibited from public interaction by the Covid-19 pandemic—not a particularly good trade off! But there needs to be a place where big trucks can deliver supplies, equipment can be stored securely and which is close to the construction site. None of the suggestions people have so generously and frequently offered meet the needs. Why else would the Board have agreed to sacrificing the corner of the parking lot in the first place? This clean-up was made possible by another clean-up; the Board fired Candyl Golf Group, Inc. after it repeatedly failed to meet its obligations under the contract and interminably delayed its completion. It has sadly included threats against the Association, our project managers and me personally. To be honest, when the final letter went out via email in the afternoon of February 8th, I took a shower to figuratively and literally wash this nightmarish experience away. It is doubtful that we have heard the last of Candyl, but now we turn to others we have worked with over this period to finish the job. We want to begin realizing the benefits of our own well and focus our energies on other priorities. The Budget and Financial Advisory Committee finished an excellent piece of work in developing and presenting the Fiscal Year 2023-2024 budget, and the Board has adopted it. Next year's assessment will be $477 monthly, increased 9.9 percent over last year. It will allow us to meet our immediate needs during the pressure of price inflation and a volatile labor market. At the same time, we will maintain our long-term financial stability and continue to enhance our beautiful community. The Committee and the General Manager explored a number of cost-saving changes, some of which are being implemented even before the new fiscal year begins. An example of a change that has worked well is the 2023 decaling process. Gloria and her team have taken on the task rather than pay Securitas personnel extra, and we have saved a significant amount of money. Perhaps just as important, the level of service to our residents was ramped up considerably. The process was smoother and faster than it has ever been in the eleven times I have been through it. The team has been very pleased with the cascade of "thank yous" it has received from so many of you. Another change is in the janitorial service for our various facilities, the costs of which have nearly been cut in half. And in the process, we have learned of other ways to save money. An example is the discovery that our wood floors, including Abravanel Hall, were being wet mopped regularly. This allowed water to seep into the seams, which then swelled. The swelling needed to be sanded down annually, and severely reduced the life of the floor. Changing our floor care process will save us money now and in the future. We are pleased to be moving forward with lanai construction. Empire Steel is completing the engineering for the new structure, we have a draftsperson completing detailed drawings for the permitting process and we have hired Black Diamond Services ("BDS") as the general contractor to assist in the planning and oversee the project. It is noteworthy that our current projects have benefitted enormously from our home talent. Residents have shared their expertise in a number of fields to guide us, improve the outcomes and save a large amount of money. According to the gospel preached by our former President and current volunteer Tom Murphy, we are "mining the gold" in our extraordinary community, and for that I say "Hallelujah!" Work is progressing on the electrical supply project which will bring power to the well from a transformer to be installed across from an SDG&E vault near the butterfly sanctuary. We are in the final stages of obtaining a permit for the work from the City of Oceanside and we are hopeful work will commence before spring. The tarp- covered rack of plastic pipe is the conduit which will be buried and carry the heavy wiring necessary to operate the large pumps in the well and the lake. It isn't taking up any parking spaces, but it is an eyesore that we won't miss. The Regular Monthly Meeting for January was held on Jan. 19 and the following actions were taken: • Approved the Minutes of Dec. 15 • Approved fund transfers exceeding $10,000 and abbreviated financials for November • Approved the minutes of the Executive Finance Committee meetings on Jan. 5 • Received the minutes of Construction Team meetings and approved posting them on the website • Approved replacement of safety screening on the golf course • Extended the current standing committee terms expiring Jan. 31, 2023 through Feb. 28, 2023 • Approved the Verification of Occupancy Certification in compliance with California regulations • Ratified an informal Board decision of Jan. 6 to approve a change order expediting the electrical supply installation for the well • Approved proposals to remove six problem trees from the golf course • Denied an appeal of an RV Lot Committee decision • Created an Ad Hoc Wildfire Evacuation Plan Committee. The Board met in executive session on Feb. 13 and took the following actions: • Approved the minutes of the executive session meeting on Jan. 16 • Approved four $75 fines for parking in front of a fire hydrant, unsafe driving and two failures to stop at a stop sign • Authorized proceeding with a foreclosure on APN #169-405-14- 00 Continued on following page
