The following proposed Rules and Regulations revisions were approved by the Board of Directors at the January 19, 2023, General Board Meeting for 30-Day Member Comment: ARTICLE 3 - SPORTS COURTS RULES 3.1 General. 3.1.1 All courts are for the exclusive use of residents and their guests. At all times, guests on the court must be accompanied by a resident. Residents have priority regarding use of the courts. 3.1.2 Proper attire shall be worn, including shirts. On the tennis and pickleball/paddle tennis courts, only tennis shoes that do not mark the courts are allowed. 3.1.3 Glassware, smoking, food, pets, chairs, and lawn furniture are not allowed on the courts. The courts are to be used exclusively for playing tennis, paddle tennis and pickleball. 3.1.4 The tennis courts are to be used only for tennis play, with the exception of Rule 3.4. 3.1.5 The paddle tennis/pickleball courts are to be used only for paddle tennis or pickleball play. 3.2 Tennis. During the hours of 7 am to 12 pm, the following rules are in effect: 3.2.1 Mornings are set aside for either scheduled play or reserved play. If a court is not reserved, the court is considered open on a first-come basis. 3.2.2 Monthly schedules are set up the previous month for a large group of players. Wednesday mornings are reserved for women's scheduled play. Any resident who wishes to be included in a schedule should contact the scheduler listed in the Activity Schedule of The Colony Newsletter. The information is also posted on the courtside bulletin board. 3.2.3 Reserved times are by sign-ups no more than fourteen (14) days in advance. 3.2.4 One Friday and one Saturday per month (usually the second weekend) may be scheduled for tennis tournaments hosted by The Colony Racquet Club. Tournaments have priority over other scheduled play. 3.3 Paddle Tennis/Pickleball. 3.3.1 Paddle tennis and pickleball are open play until 10 am with the exception of Rules 3.3.5, 3.3.6 and 3.3.7 3.3.2 During open play, if players are waiting to play, those on the court shall relinquish their position after each set (paddle tennis) or game (pickleball). 3.3.3 After 10 am, courts 1 and 2 may be reserved. Court 3 will remain available for open play. If a court is not reserved, the court is for open play. 3.3.4 Courts are reserved by signing up on the weekly schedule located in the display case outside the pickleball/paddle tennis courts. 3.3.5 Paddle tennis tournaments will be held on the first Friday of each month from 7 am to 10 am. Only current Racquet Club members are eligible for tournament play. 3.3.6 Pickleball tournaments will be held on the first Saturday of each month from 7 am to 10 am. Only current Pickleball Club members are eligible for tournament play. 3.3.7 The Colony Racquet Club or The Colony Pickleball Club may host tournaments to include guests from outside The Colony. These tournaments shall not exceed one (1) per month per club. The Colony Racquet Club may host paddle tennis tournaments to include guests Monday, Wednesday or Friday only. The Colony Pickleball Club may host tournaments to include guests Tuesday, Thursday, or Sunday only. The hosting club shall give two weeks written notice to the other club President of any upcoming tournaments not scheduled under rule 3.3.5 or 3.3.6. 3.4 Tennis and Paddle Backboard Rules. 3.4.1 Tennis players intending to use the tennis court for single or doubles play have priority over an individual(s) using the court for practice on the backboard. 3.4.2 A player using the backboard must vacate the court after a maximum of 15 minutes of practice if anyone is waiting to use the court. 3.4.3 A person wishing to use the backboard may not reserve the court. Only tennis players planning to play tennis singles or doubles may reserve the court. 3.4.4 A guest may use the backboard provided that a resident is present. 3.4.5 Residents always have priority over guests for use of the backboard. 3.4.6 The backboard is strictly for the practice of tennis or paddle tennis. Only tennis balls may be hit against the surface of the backboard. 3.5 Bocce Club. The bocce court is open to play without scheduling or reservations. ARTICLE 4.5 GOLF CARTS 4.5.1 Only battery-powered golf carts are permitted on any street or portion of The Colony. Only golf carts equipped with lights and reflectors are permitted on streets within The Colony after dusk. A two-seat golf cart shall accommodate only two (2) persons, regardless of age. 4.5.2 The rules of the road as defined in the California Vehicle Code shall be observed at all times. Only persons sixteen (16) years or older are permitted to drive golf carts. Dog jogging (dog on leash attached to cart) is not permitted at any time. 4.5.3 Golf cart parking is restricted to areas designated for motor vehicles only. One golf cart per residence may be parked in the resident's driveway overnight provided that the golf cart is operable. 4.5.4 For identification purposes, all resident-owned golf carts must be registered with the Homeowners Association. A numbered decal shall be issued. The decal is to be placed in the lower left-hand corner of the windshield. In accordance with Civil Code #4360, Rule Making Procedures, these proposed rule revisions are presented for member review. Please provide, in writing, any comments or questions you may have regarding these revisions to the Board of Directors within 30 days of this receipt.
