Introduction of New Board Member, David Mattetucci: President Dalfonso announced the newly appointed member of the Board of Directors, David Mattetucci. He has served as President of a condominium HOA, where he was involved in all aspects of establishing the Bylaws and CC&Rs. He currently volunteers on the Wine Club Board, Landscape Advisory Committee, Emergency Response Team and Colony Players. Special Thank You to Former Vice President Joanne Deacon: Thanked her for all her hard work and dedication during her tenure on the Board. Golf Course: On Dec. 12, 2022, the Board engaged in a Mandatory Settlement Conference Hearing with Majestic Asset Management. No settlement agreement was achieved. On Feb. 24, the Board will be attending a foreclosure hearing. Majestic is arguing that they have a Right of Redemption to the golf course. The HOA's legal counsel is arguing that this is a matter of satisfying the Performance Deed of Trust, which requires "performance." It is not a matter of monetary value. The Fraudulent Conveyance Trial Readiness Conference is scheduled for March 6. Trial Call is on March 17. The actual trial should be scheduled soon after. Erosion Concern: There is serious soil erosion near Via Jalapa. The Board will have a geotechnical engineer review the problem and legal counsel will present its findings to the Court to request financial assistance from Majestic, if applicable. Pool Deck Repair and Coping Replacement: A geotechnical engineer has been hired to review the pool deck. Terra Pacific Consultants will analyze and help create specifications for potential bidders. They hope to complete this before Easter. Coping around the pool and spas will be replaced, and the pool deck piping will also be reviewed. Capture System Transfer of Data and Resident Training: Management is working with Nordic Security Services to fix kinks in the system and expects to have everything up and running in 2-3 weeks. Training should take place by March 1, 2023. Retrofit of Auditorium Lighting: It has been difficult to find qualified vendors to retrofit the lighting. The new lighting will be able to be lightened or dimmed, including stage lighting. Two contractors are interested in bidding the project. Walking at Night with No Reflective Gear: Access Control and Safety Committee Chairman Glenn Gerber reported that residents are walking at night with no reflective gear or lighting. Residents were strongly encouraged to wear the appropriate gear and follow traffic laws. Landscape Advisory Committee: Chair Jan Foster announced, "Weeds are coming!" The current maintenance schedule for weeds is on a 5-week cycle. She asked residents to be patient. Planting of replacement plants identified during area walks last year has begun. LAC is working on the recommendation to remove most of the remaining common area turf in the greenbelts in order to qualify for rebates and get ahead of State restrictions on watering of non-functional turf. They will present the recommendation, cost and areas for removal at the Feb. 16 Board meeting. LAC does not plan to pursue front yard turf renovation this year. They are awaiting news from UC Riverside on the development of drought-tolerant grass seed suitable for front yards, possibly being commercially available next year. Clubhouse Security Cameras: Manager Anthony Reynoso reported that surveillance cameras have been installed in the interior and exterior of the clubhouse. A Power Point presentation of placement and views of the cameras was shown. The cameras were not installed so "big brother" can watch you, but as a safety precaution for theft, car damage and conflicts, and also for doorway coverage. Signage notifying residents of the surveillance cameras has been installed throughout the clubhouse and exterior doors. Finance Advisory Committee: Treasurer Gordon reported that the 2023- 24 Budget Workshop and Budget Townhall meetings are scheduled for February 2023. Golf Course Request for Funding: Treasurer Chuck Gordon informed the Membership that the Golf Course Receiver (Trigild) is projecting losses for January through April 2023 of approximately $100,000. Therefore, the Association would have to subsidize the course to prevent it from going under and affecting property values. It was noted that by the end of April 2023, the Association's safety net will be an estimated $1.1M. The proposed 2023- 24 Budget being prepared by the Finance Advisory Committee and Board should increase the equity safety net level. It was further noted that the Board ratified subsidizing the golf course for the month of January 2023 in the amount of $22,882. Rancho California Water District, Scheduled Water Shutdown Jan. 24: President Dalfonso added an emergency agenda item with Board approval.
