| OHCC LIVING | APRIL 2023 | 3 President's Message By Greg Kusiak, HOA President (2022-2023) San Diego's short winter seems to be over, and spring is "bustin' out all over" as Oscar Hammerstein put it. (We don't wait for June here in dreamland!) The rains have put happy faces on many of our flowering shrubs and perennial flowers. My happy face is because now that we are back on daylight savings time,the days are longer than the nights and we can enjoy the beautiful outdoors here. Our various projects are all moving along. • We are enlisting other contractors to complete the remaining "punch list" items of the golf course renovation. • The lake and well projects are proceeding as we work with the subcontractors who were on the job with the previous general contractor. Both the well pump and the lake pumps are manufactured and available for us to purchase directly. • Berg Electric is proceeding with the permit process and preparing to install the concrete pad for the transformer and the underground conduit and wire. • The preliminary engineering work is completed for the lanai and we have engaged a contractor to conduct the necessary soils study. • The recreation casa work is progressing well. (You may hear it called the "golf casa" but I find that name far too limiting for a building that is a mainstay of our outdoor recreational activities including the pool, the bocce courts and the lanai.) We have identified the contractor as RAM Air Engineering for the replacement of the Clubhouse HVAC systems. We are negotiating a purchase contract and seeking independent expert validation of our air quality and energy-efficiency efforts. This system provides an ultraviolet light treatment to kill unfiltered bacteria and viruses and uses MERV 13 filters, which are the standard for inpatient hospital environments. It includes a web-based, intelligent monitoring system that controls the CO2 concentrations in each room. It will also meet the stringent California Title 24 energy- efficiency requirements. As you will hear in a moment, the Board engaged a firm to serve as Inspector of Elections under California's elaborate HOA election regulations. Even though the election is five months away, the candidate notice deadline of April 24 is almost on top of us. Declarations of Candidacy for the Board must be received no later than May 24, nearly 90 days prior to the Annual Meeting on Aug. 17. We are hopeful that the influx of new residents displays not only its many talents, but also its commitment to self-governance, along with those of us who are "old-timers." We can all say "I've been there and done that" but in fairness that was in a different life. We are all here now and someone has to be here and do this! There are four Directors whose terms will expire, and one or more of them will not be seeking reelection. Accordingly, a healthy HOA will require that others step forward and contribute to the continuing efforts to make Ocean Hills the Shangri-La it can be. At the regular monthly meeting on Feb. 16, the following actions were taken: • Approved the Minutes of Jan. 19 and Feb. 6 • Approved fund transfers exceeding $10,000 and abbreviated financials for December • Approved the minutes of the Executive Finance Committee meeting on Jan. 23 • Authorized recording liens on APN #169-391-19-00 and APN #169-501-27-00 • Changed the term of committee service to March 1 through the end of February each year • Appointed members to the Architectural Review Committee and all of the standing Advisory Committees • Deferred consideration of a charter for a potential standing Advisory Committee on Safety until completion of the work of the Ad Hoc Wildfire Evacuation Plan Committee Continued on following page
