A complete copy is available in the HOA Office. Golf Course Update: The evidentiary hearing on value of Performance Deed of Trust for Foreclosure Action will be on Feb. 24. Trial call for the Fraudulent Conveyance regarding Action to Void the Trust Deed is on March 17. Erosion on Hole 17: Major erosion has taken place near hole 17 after recent rains. A geotechnical engineer has inspected. He believes there is no immediate threat to homes but must eventually be repaired. Golf Course Volunteer Program: Introduced Candy Pineiro and Mallie (Don) Donohoe. They have created a Golf Course Volunteer Program to help maintain the course. Interested residents should meet at the Clubhouse each Tuesday and Thursday at 2 pm. Fitness Center/Use of Cell Phones: Reminded residents to take their cell phone conversations outside the Fitness Center when working out in the gym. Camera Installation in the Kitchen: Due to recent reports of missing items in the Clubhouse kitchen, directed installation of cameras in the kitchen during next phase of security system. Pool Update: A geotechnical engineer reviewed the pool concrete. Contractors have questioned why the HOA was not considering pavers instead of concrete around the pool. Pavers would allow vendors to pull out a section rather than damage a large section of concrete. Full plans, hiring an engineer, identifying concrete base and submission of plans to the County Health Department will be required. This adds a minimum of 90-120 days to the project and pushes it into summer. If the Board decides on pavers, staff can plan to install after summer, so homeowners do not lose use of the pool. Staff to continue research on pavers, resubmit for consideration at the March 14 Board meeting and continue with current concrete application. Approval of February 2023 Subsidizing of Golf Course: Approved Golf Course Receiver request to subsidize the golf course in the amount of $28,531 for February 2023. Approval of December 2022 Treasurer's Report: Approved unaudited December 2022 Treasurer's Report. Total operating and reserve liabilities and equity are $5,457,000. Homeowner delinquency status is reduced to $20,000 due to the collection efforts by staff. 2023-24 Budget: Approved increase of monthly assessment from $270 to $320 effective May 1, 2023. 2023-24 Reserve Study: Approved 2023-24 Reserve Study presented and prepared by Advanced Reserve Solutions. Emergency Agenda Item: Pool Heater #1 Replacement: Approved emergency item to replace the pool heater #1 due to irreparable damage to the firewalls, burners, and heat exchanger. 1StopPoolPros to replace the heater at a cost of $5,800. Rebates for Greenbelt Turf Renovation, Landscape Advisory Committee: LAC recommends staff, Environmental Concepts and the committee pursue water district rebates for removing non-functional/greenbelt turf through SoCal Water Smart and replace with drought-tolerant plantings, drip irrigation and mulch. Reduction in turf will become necessary as water districts start fining for watering non-essential turf. Each water district is offering a $2 per sq. ft. rebate. There is potential to realize a $3 rebate savings from EVMWD in early summer. Staff and LAC created a tracking spreadsheet for each water district and projected cost and potential rebates. Approved going forward with design and preparation for Rancho California Water District turf removal. Proposed Changes to 15.6 Gazebos, Arbors, Pergolas, 30-Day Member Comment: Approved proposed changes to 15.6 Gazebos, Arbors and Pergolas rules. Item 15.6 regarding decorative accessories affixed to gazebos, arbors and pergolas would be deleted. No gazebo, arbor and/or pergolas can be enclosed by solid or transparent walls. Rule to be published for 30-Day Member Comment in April newsletter and presented for final approval at the May meeting. Members can reference the proposed rule amendments on page 8 of this issue of The Colony News. Research of Online Ticket Sales and Online Scheduling: Directed staff to research online ticket sales and scheduling of rooms, courts, and other resources. SoCal Gas Company Presentation: Mayor Pro Tem Lori Stone introduced Adam Eventov from SoCal Gas Company, who explained the increase in gas costs and preventative measures homeowners can take to reduce costs.
