Procurement Policy? If you have wondered what
it is, please read the following.
Solera Diamond Valley Community Association Procurement Policy
PURPOSE: To establish a policy for all Solera Diamond Valley Community
Association (SDV) procurements in order to maximize competition to
obtain required goods and/or services for the lowest acceptable price and to
control the expenditure of SDV funds.
APPROVAL LEVELS: In order to ensure the most effective use of our
resources the following procurement approval levels and mandatory
required bids are established:
REQUESTS FOR PROPOSAL: Requests for Proposals will be required for
purchases exceeding $50,000. Minimum bid specifications will be developed
as a formal document by staff or in conjunction with an independent expert.
The bid specifications should include, but not be limited to: a) description
of work to be performed; b) specifications and scope of work; c) anticipated
start and completion dates; d) required insurance; licenses; permits and
bonds; e) labor/material and performance bond; f ) bid pricing sheet
and payment schedule; g) date bids are due. These requests for proposal
should be sent to a minimum of three qualified bidders unless otherwise
directed by the SDV Board. Bids should be opened by the General Manager,
Treasurer and requesting Department Head. In the absence of the Treasurer,
the President. Requests for Proposal may be waived by the SDV Board for
certain purchases such as entertainment or for continuing annual contracts.
SELECTION OF VENDOR/BID: SDV General Manager / Board will
select the bid representing the best combination of service and value from
the group of qualified bidders. The Solera Diamond Valley Community
Association is under no obligation to select the lowest bid.
SOLE SOURCE PROCUREMENT: It is recognized that in some few and
unusual procurements, obtaining competitive bids may not be practical. On
this basis, procurement up to $10,000 may be obtained from a sole source
only if the responsible Department Manager submits a written justification
