Rules and Regulations serve only as a supplement to the Association's existing Governing Documents. Information below is not all-inclusive list of rules, regulations, and responsibilities of every homeowner. I will provide keys points. All information is on the SDV website under Governing Documents. 7.4.2 Safety: a. Lifeguards are not provided and facilities are designated as "Swim at Own Risk." Life buoys and "shepherds crooks" are available at poolside for emergency use only. b. Diving is not permitted in any pool at any time. The outdoor pool has a step entry with railing. The indoor lap pool depth is 3½ feet at each end and 4½ feet at the center and has a ramped entry with railing. c. Swim fins, rafts, or toys/games of any nature are not permitted; however, water shoes are allowed. Inner tubes or other inflatable devices are not permitted. With the exception of swim noodles, and unless necessary for disabled persons, all other flotation and inflatable devices are prohibited. Specific exemptions may be granted for participants of water aerobic programs and workout swimmers. If medical conditions warrant, exemptions may also be granted when the need is certified in writing by medical authority, approved by the General Manager. d. Small children in the pool, under the direct supervision of an adult, including the Host Resident, may wear inflatable arm devices as a precautionary safety measure. e. California State law prohibits the use of glass containers and breakable objects at the pool and spa facility. f. California State law prohibits pets at the pool and spa facility. g. Alcoholic beverages are not permitted during normal operations, but may be authorized during special events. In no instance will beverages be allowed in the pool. h. Running, pushing, dunking, diving, and activities such as Marco Polo are prohibited. Boisterous behavior, such as screaming, is discouraged. Violators will be instructed to leave the pool and spa facility. i. If lightning is observed in the local area, residents and guests should vacate the outdoor pool and adjacent deck areas until a safe environment is restored. 7.4.3 Indoor Pool and Spa: a. Use of the indoor pool and spa is limited to residents and their invited guests 18 years of age and older. Children 17 years of age or younger are prohibited from using the indoor pool and spa. b. Indoor pool temperature is maintained at 85 degrees year- round. c. Lane dividers may be used in the indoor pool as a safety measure to separate lap swimmers from other pool users, properly guide the lap swimmer, and preclude injury and interference from outside the lanes. Disturbing the lane markers in any way is not permitted. Unless a group activity has been authorized, a maximum of two lanes may be separated by floating dividers and used for lap swimming. Lap lanes are not to be used for walking or other non- swim activity. When both lanes are occupied, lanes will be shared, and individuals will swim to the right. If lanes are fully occupied, and individuals are waiting to swim, time of use will be limited to 45 minutes. d. Special devices for the physically challenged, such as entry ramps, are self-serve and may be used at the Member/guest discretion. Any Member requiring specialized assistance should contact the General Manager or alternate staff member for instructions. 7.4.4 Outdoor Pools and Spa: a. Children 17 years of age or under may only use the outside pool facilities between the hours of 10 am and 2 pm or as designated by the Board of Directors. b. Outdoor pools are heated to 85 degrees from May 1 to September 30. c. Children under the age of 12 are not permitted in the outdoor spa. Children between the ages of 12 -17 must be accompanied by an adult during the posted children's hours. to the SDV General Manager. Sole source procurements valued at $5,000 -$10,000 must be approved by the Association Board of Directors prior to contracting with the vendor. All sole source procurements above $10,000 must be approved by the Board of Directors. The approved written justification will be maintained with a copy of the contract. AUTHORIZED DEPARTMENT HEADS: • General Manager • Executive Assistant (In the absence of the General Manager) • Lifestyle Director EMERGENCY PROCUREMENT: If an emergency procurement of less than $5,000 is required and the General Manager is not available, then the Treasurer or President should be called. All emergency authorizations must be documented in writing within two business days after the procurement is made. Emergency procurement over $5,000, must be approved by the General Manager and either the President or the Treasurer. MULTIPLE BIDS OR PURCHASE ORDERS: The intent of this policy is that only one order or bid for each procurement is authorized. The issuance of several orders or requests for multiple bids to circumvent a procurement level is not authorized, e.g., three orders or bids for $4,400 each for goods/services (i.e. audit, legal, flowers, sod, seed) costing $13,200, in effect bypassing an approval by the SDV Board of Directors. Once the vendor has been chosen by the Board of Directors, we then have to work on scheduling the project. Please keep in mind that this process may take months to from start to finish. We ask that you have patience when the Board of Directors and Management are working on maintenance, new projects and anything else regarding the spending money and liability of the Association.
