8 | Four Seasons Hemet Herald | MAY 2023 | The Architectural Review Committee has decided to provide articles for the Hemet Herald quoting the Four Seasons Architectural Standards And Regulations for two months out of each annual quarter. In other months, articles will address current issues facing the Committee. This is the first article in this series and will address the first statements of Introduction to the Architectural Standards and Regulations that establish the criteria and authority for review of exterior changes, modifications and additions to individual homes. Introduction: • Approval of projects by the Four Seasons at Hemet Architectural Review Committee (ARC) shall be determined upon: 1.) Compliance with the Four Seasons at Hemet Standards and Regulations. 2.) A majority affirmative vote of the ARC . • Unless specifically addressed by the exception elsewhere in this document, external alterations that can be viewed from neighboring properties, Homeowner Association (HOA) Common Areas (streets, herein after also including alleys, emergency vehicle access ways, sidewalks, paseos, and other Common Areas) are subject to review by the Architectural Review Committee (ARC). Upon review, the ARC may approve or deny any Homeowner application. • Homeowners are responsible for completion of their project(s), and responsible to direct any workers and or contractors they have hired to complete their project(s), in accordance with the plans as approved by the ARC and as noted in the ARC approval letter. A follow-up inspection will be made by the ARC, upon receipt of your Exhibit C to ensure completion of any project is in accordance with the ARC approval." The remainder of the Introduction will be the subject of the Architectural Review Committee article next month. Architectural Review Facilities Committee Spring has been a busy season for the Facilities Committee with much accomplished. Planning, inspections, repairs, replacements, improvements, filling vacancies and trying to deal with soaring prices for natural gas have been on the agenda, among others. A review of upcoming projects together with renewed estimates of maintenance and replacement costs has been ongoing. As always, resident inputs have been reviewed and actions initiated where appropriate. The installation of a roof over the pool and spa equipment area that has been delayed for months, due to supply chain problems, has been accomplished. The roof will extend the life, reduce the maintenance of, and help keep debris off the pool and spa equipment while still allowing for ventilation. Due to resident input, follow-on survey responses and a recommendation by the Facilities Committee, the Board of Directors has approved the addition of two new machines for the exercise equipment room. A rowing machine and a stationary bike have been added with only minor rearranging of existing equipment required. Reducing the expense of operating our facilities is an ongoing concern but especially recently, considering soaring natural gas prices. Heating the pool and spa in the cooler months of the year requires a major amount of natural gas. The spa has exceptional heat loss during the off hours due to cool nights and evaporation. To reduce this, an inexpensive insulating pool cover will be placed on the spa when the pool/spa area is closed and removed again at opening. The above are examples of recent Facilities Committee actions on behalf of the residents of our community. We are volunteers who use our shared life experiences and common sense to try to keep Four Seasons at Hemet an exceptionally wonderful place to live.
