In February, the Master Board authorized a project plan for the creation of a comprehensive Master Plan for our community. The Master Plan Initiative (MPI) Team conducted meetings with two groups of key stakeholders, the Delegate Assembly, three Sub- Associations Chairs, and 10 of the Sun Lakes Country Club(SLCC) Chartered Committees. A formal Request For Proposal (RFP) was developed and sent to several qualified consultants. It was also posted on the SLCC website. The preferred consultant was invited to visit SLCC to meet with the Master Board on Feb. 10. Two additional meetings were held on Feb. 11 with the chairs of the chartered committees, delegate chair and co-chair, and board election candidates. The Master Board decided to postpone a decision on whether or not to approve the project (as proposed in the RFP) in order to provide newly elected Board members an opportunity to come fully up to speed on the MPI prior to making a final decision. Unfortunately, the resulting delay calls into question the ability to complete the plan in advance of the 2024 budget-planning cycle. Completion of the plan after the budget cycle would provide no effective means to move forward on anything not already in the budget. Consequently, the MPI Team has made a recommendation to defer a final decision on the Master Plan until early 2024. Alternatively, the Master Board is now considering a project to conduct an SLCC-wide Organization Process Analysis (OPA) to assess the extent of existing formal processes and whether or not those processes function to the best advantage of the SLCC community. One of the major components of the MPI was to determine "how effectively the entire HOA organizational governance components are being utilized and work in unison to the best advantage of the SLCC membership." This analysis would be performed as the primary focus of the OPA. It would then eliminate the need to do this as part of the original MPI project envisioned. The current expectation is that the OPA project would commence in the July 2023 time frame. The Master Board will keep SLCC members informed on further developments as they may unfold.
